Provide a brief description of the foster parent training program (1–2 sentences). The foster parent training program focus is on recruiting and training foster parents to reduce placement disruptions, improve quality of services delivered, and increased child well-being with a focus on family foster care. (Walden University, 2022). Identify which group research design you will use (from those outlined in the Resources as appropriate for the Program Evaluation case study) and state why. I will collect data by using a longitudinal design. Dudley (2020), suggest longitudinal designs are used to collect data more than once. Specifically, the group research design I will use is a quasi- experimental design that consists of a one-group pretest-posttest design with a comparison group. The group that will be the comparison group is the group who is not yet currently receiving the new training program. Using this design allows us to see if the new program has an effect on the outcomes to be measured. Identify the outcomes to be measured. Describe specific measurements that you will use to assess those outcomes. The first outcome is a reduction in the number of foster placement disruptions. To assess this outcome, I would use the Goal Attainment Scale (GAS) to measure the daily census of youth in foster care. Dudley (2020) notes GAS can be used quantitatively, qualitatively, or a combination of the two to measure client outcomes. The second outcome is improved service delivery. This is a numeric count, which is generally used to measure client conditions, status, and behavior (Dudley, 2020). To assess this outcome, I would use the Positive Home Integration Scale (Kothari et al., 2018). This scale measures services provided by the foster parents to foster youth. The last outcome is increased child well-being through better trained and skilled foster families. To assess this outcome, I would use the Treatment Foster Parent Satisfaction Scale (Mihalo et al., 2016). This scale uses a Likert scale to assess how foster parents feel trained and supported to provided better care to foster youth. Explain which data collection method you will use and why. Specify who will collect the data and how the data will be collected. Using a quasi-experimental design, data will be collected prior to the implementation of the new program with both groups. Dudley (2020) suggests pretest measures outcomes before, and intervention is implemented and posttests measures outcomes after implementation of the intervention. The comparison group will not receive the intervention; however, they are similar to the group receiving the intervention. The agency director will collect data. Dudley (2020) note that funding sources are typically concerned with how well the program is performing and the value compared to associated costs of the program. A quasi- experimental is a great design to evaluate this program. This allows us to received data at multiple points throughout program implementation. We would require more information on specific tools used to measure the outcomes of the program. How can we justify funding for the program when the evaluation tools don’t show us that the program is effective? I would suggest being more specific with the evaluation tools that yields data that the foster parent program is reducing the number of placement disruptions. Dudley, J. R. (2020).
