Criminal Justice Administration Capstone Course: CJAD 495 Paper Requirements and Mandatory Headings Part 1: Introduction Agency Overview A. Historical Development of the Agency: When was the agency or program formed and what was the impetus for the development of this program or agency? Were their challenges to its formational or implementation? What were those challenges? B. Mission of Agency: What is the purpose and goals of this agency? How was the mission developed and consensus achieved? C. Organizational Structure: What is the agency’s organizational structure? Is it effective or would you recommend an alternative structure? What is the agency’s relationship to other elements of the criminal justice system? A flowchart may be effective here. Administration A. Communication: What type of communication system does it utilize and what types of technologies are used to communicate? Are they effective? B. Leadership: After observation, which leadership model seems to be in place and upon what do you base your conclusions? Is it effective in reaching agency goals? How so? C. Technologies used to further agency mission: What technologies and data storing, retrieval and sharing systems does the agency employ? Part II: Analysis Ethical Decision-Making and Criminology Theory A. Decision-Making: What is the decision-making model most often employed? Is it effective? B. Ethical Philosophies: What is the overriding ethical philosophy or theory that seems to penetrate the agency? What are the drawbacks and benefits of this philosophy? What are the greatest ethical challenges and how would you solve those challenges. C. Criminology Theory Application and the Role of Science in the Agency: How is the agency involved in crime control, crime prevention or both? Which criminology theories best explain the agencies efforts to reach its goals? What is the role of science? How does it measure success? How does it utilize data and best-practices? What types of evaluations does it conduct and what are its greatest challenges to measuring success? Part III: Challenges and Solutions Analysis and Identification of Strengths and Weaknesses A. Challenges: Based upon your agency analysis, what are the greatest challenges the agency faces today. You must identify both internal and external challenges. How has the

agency responded to challenges over time, including changes to the programs or delivery? What new innovations have been adopted? Identify if these were based on best- practices are unique to this agency. B. Recommendations and Solutions: What solutions would you develop and implement to help the agency overcome its challenges and better meet its goals? Please divide these into internal (ex: leadership, organizational structure, ethical misconduct, budgetary restraints, etc.) and external (ex: rising crime, unemployment, education, poverty, incarceration rates, mental illness, etc.). These recommendations should be based on your agency analysis and best practices and theories that you have learned in prior courses. Make sure you provide a clear analytical relationship between the challenge and solution. This section allows you to devise realistic strategies for improving the agency’s delivery of services. It is the most important component of your capstone paper. Part IV A. Personal Reflections: Regarding Experiential Learning and your Capstone Course. Did this assignment help you connect theory to practice? Did it give you the ability to illustrate your program proficiencies? What was your greatest personal challenge? B. Presentation: You will make a 10-15 minute presentation that summarizes this paper using Power point slides.
