Working individually, students are to choose a community organisation, i.e. Youth, Community Centre, Family Services.
Students are then to research a community issue that can be addressed using a community development approach. Although activities can be carried out in groups
during class, students are to submit individual papers for marking of own work.
Research and assessment are to include:

Identify local issue to be researched for your project, providing a brief summary why this is an issue that requires a community development approach. Use at least 3 credible resources researched to support rationale of choice of issue. Examples can include information from Council community profile, Census statistics, publications from Peak Organisations or Government departments Ministry Health.
Homelessness on the Central Coast is a growing concern and has not shown signs of slowing down in the last couple of decades. It is an issue that requires a community development approach because we are seeing more of an influx of people moving to the coast for various reasons such as escaping costs of Sydney living, closer to work or just because of their certain circumstances. More people means less housing.
“Australian Bureau of Statistics data shows the homeless population on the Coast grew from 766 in 2011 to 1031 in 2016. The former Gosford Local Government Area suffered the heaviest increase with homelessness numbers rising to 569.” (Central Coast Homeless Numbers Up, 2018) Great work
“The lack of affordable housing and affordable rentals, links to the devastating growth in the numbers of rough sleepers on the Coast. The influx of buyers fleeing Sydney costs, the lowering availability of social housing, and the 20 plus years waiting list for public housing, have created a drastic shortage of affordable housing for sale or rent. The lower rates of pay for all ages living on Newstart, the specific needs for single male and female parents, a rise in many youth not adapting to blended families, aged couples on fixed pensions, and students, have created a low and very low income group with no safe, secure housing within their means. The rough sleepers are the tip of the iceberg.” (Much More Can Be Done for the Homeless, 2018) Great evidence to back up your work, well done.
“Homelessness is dramatically increasing on the Central Coast. In the past year, there has been a staggering 110% rise in the number of people becoming homeless on our streets; making the Central Coast the worst region
in NSW for homelessness.
Families with four or more children are sleeping in their cars, on the streets, in parks and even in caves in our local bush land.” (Homeless No More, 2017) Well done
.
2.
Identify a community development strategy you will use to consult with Key Stakeholder. Describe the consultation method, why you chose this method for your project and identify advantages and challenges. Examples could include World Café, Survey, Social Media.
I would organise a conference using the World Café method as this style of consultation can be easily modified to
meet a wide variety of needs. I would be considerate of organising a casual meeting which will be accommodating to a wide range of people including community members, local homeless people, representatives
from other organisations/services- which organisations? Be specific
. as well as MP and other government professionals- which government professionals?
. I would need to be aware of a very flexible guest list (considering most will ‘drop-in’), and an easily accessible location (specifically for the homeless guests to be able to attend.) This meeting would create a warm and casual setting, would allow small group rounds (which would allow convenient interaction, networking and socialisation), a question and answer session, guest speakers, information/pamphlets readily available and even a donation box at the entry for any guests to leave food and blankets etc. Good- you could strengthen this by researching benefits of using a world café and in text reference
.
3.
Research, identify and describe local existing programs or services in Community services that currently
address this social issue. Include one Peak organisation and 2 local services/programs. Homelessness Australia (HA) is the national peak body for homelessness in Australia. Homelessness Week is an
annual week coordinated by Homelessness Australia to raise awareness of people experiencing homelessness, CHCCDE003 RTO Provider number 90003 CRICOS Provider Code 00591E

the issues they face, and the action needed to achieve enduring solutions. During this week, they provide information to support the local MP engagement activities and lobbying in Homelessness Week, including discussion points for the meeting, and material to leave behind that outlines what they want MPs to do. (Homelessness Australia, 2020) Good identification of peak body.
Coast Shelter is a not-for-profit charity based on the NSW Central Coast which provides accommodation and support programs for people who are homeless, at risk of homelessness or escaping domestic and family violence. Coast Shelter has been operating for 26 years and provides accommodation to over 200 men, women, families and youth every night. In addition to this, Coast Shelter also coordinates the provision of over 1,000 free meals every week through the Coast Community Centre. Coast Shelter has ten separate programs which work together to achieve our mission of ending homelessness on the Central Coast. (Coast Shelter, 2019) Good
Central Coast Outreach Services object is to provide assistance to people (or to meet the cost incurred by those people to third parties) for the relief of poverty, sickness, suffering, distress, misfortune, destitution or helplessness or necessitous circumstances by the provision of medical appliances and mobility aids, financial assistance to undertake medical treatment and relieve distress for those in financial difficulty. (Central Coast Outreach Services, 2017) Good service identification. 4.

6.
Discuss the process you will use to evaluate success of your community development action and discuss your rationale for using this method, and what you hope to achieve from it. You are required to include an example of your chosen evaluation tool such as survey, focus group questions. Outline of survey and or focus group questions need to reflect industry standards. Headings, purpose of evaluation, questions, thanking participants and follow up information contact.
Having ways to check on my progress (monitoring) for both organising a consultation event and my project is important to ensure I have successfully held an event, raised awareness for my cause, and raised enough funds and donations. It is equally important for me and others to look back on and understand where my plans and achievements are on a regular basis (evaluation).
Monitoring and evaluating How? the success of my community development action is important for Coast Shelter to function effectively, be able to assist our homeless clients and continue to do so long term. It can help us to identify issues, measure success of our plans and learn from any mistakes.
Keeping these records and monitoring the organised activities helps myself, co-workers, and stakeholders to see
progress and builds a sense of achievement for all those involved. These records can also be useful when promoting Coast Shelter or even applying for funding as all the info will be documented and ready to present. A Performance Indicator would be an ideal tool/method to use in this instance as they are used for setting targets and measuring progress towards them. 7. Discuss the method you will use to promote and market your project. Explain why you chose this method? Examples could include a Promotional Flyer, Media Release, radio interview, social media page
.
The most effective form of media to use to specifically target stakeholders to seek assistance and support, and maybe even gain interest and support for my consultation and plan, would be the local radio station. Having an advertisement aired during popular times throughout the day (when people are driving to and from work, on their lunch break and early evening) would ensure a wide range of people would hear the ad, therefore spreading awareness quickly. My ad would mention basic statistics of homelessness on the Coast, a reminder of Winter being close, an invitation, details and an address for my upcoming consultation, ways to help if you can’t attend (donation drop off points etc) and who to contact if you would like to become involved. You need to write the add and submit.
Radio advertising has been proven a successful tool for raising awareness about an issue or event in the community. The audience covers a large variety of possibly interested people in our local community- workers, the general public, even the homeless may have access to a radio.
Radio Blurb
“The Central Coast needs your help! With over 1500 people either rough sleeping or homeless here on the Central Coast we are asking Coasties to donate what they can be it food, clothing, bedding and bedding accessories to help those affected. From June 1
st
to June 20
th
please come down to your local neighbourhood centre, Central Coast Outreach Services, Coast Shelter and show your support for a great cause and helping out your fellow Coasties in need.”

All questions must be answered correctly to be deemed satisfactory in this assessment task.
Due date/time allowed 1.
Identify two (2) Community development approaches that sit within the Community Development Framework. Outline their aims and objectives.
Narrative Approach- Encourages people to tell their individual stories and experiences so others can connect, learn and relate to them. The aim is to acknowledge other people’s coping strategies and to connect with others to come up with a plan together. Good- where is your reference?
Human Rights Based Development Approach (HRBD) is to help others by supporting them and assisting them in reclaiming their basic rights as individuals. The aim is to keep duty holders and people in a position of power accountable for their actions and the affect this has on others. It is for people to have their entitlements fulfilled. (A community development approach, 2013) Great

2.
What are the benefits of working with the community? The objective of community development is to share ideas, collaborate, challenge people in a position of power. The advantages of working with people in the community include having ownership over what is happening, so they feel included Great- you could have used this in your consultation plan
. Community inclusion (Social capital) is about bringing people together to help people feel included and engaged. By developing people’s capacity, they own their individual decisions and feel more committed, therefore the outcome will be more sustainable so they will become confident and independent in doing things for themselves. It gives people empowerment. (Benefits of community involvement, 2020) Great work
3.
Identify three (3) ways in which you can identify issues or needs within the community. (Consider both primary and secondary sources of information in your answer)
When collecting information to identify needs in the community, a good method would be to do web-
based research which is a secondary source of information. Web based research can include looking at existing reports and recently completed projects, as well as researching existing documentation, both internal and external. This is helpful in identifying needs and issues as a lot of information for comparison can be used to implement a new plan. Good, reference?
Another way to collect information is via a Multiple Stakeholder Consultation. Having all involved and interested people come together to have an interagency meeting would be beneficial to share ideas and past experiences though the use of networking. This method is considered a primary source of information, as would be holding a Community Consultation. Similar to the Stakeholder Consultation, this method is useful as it could use surveys and questionnaires or Focus Group Discussions (FGD) to gather all relevant information
. Good, reference? 4.
What is the aim of an Asset Map and explain how one would be developed?
Asset mapping gives information about the strengths and resources of a community and can help find solutions. Once community strengths and resources are worked out and written in a map, you can more easily think about how to build on these assets to address community needs. Asset mapping connects stakeholders together so it can be figured out how people can be involved in an initiative. (Introduction into asset mapping, 2008)
Step 1.
Draw up a Mind Map on a whiteboard or butcher paper so everyone can easily see.
Step 2.
List all the individuals or groups who are active in your community such as residents, NGOs and stakeholders to find out what they can contribute to the project. Know what they’re interests are and how they can help support the project.
Step 3.
List all available resources and assets already available from local associations, clubs and volunteers.
Step 4.
Map the assets of the agencies including the services they offer, the physical spaces and funding they could provide, and the staff and networks they have.
Step 5.
Find out who and how to connect with and connect them together (networking) Excellent work! Excellent, now where is the reference?
5.
What is Capacity Building? Give 3 practical examples of how you would work to build community capacity and strength.
The terms '
capacity building
' or '
capacity development
' describe a range of activities you might use to expand your organisation or change direction. It is the ability to do things together by compiling skills, experience, strength, confidence and knowledge.
You can work to build community capacity and strength by developing skills and knowledge, sharing with others by reflecting on your experience, and learning from this and then taking action. 3 examples of this are:
CHCCDE003 Assessment RTO Provider number 90003 CRICOS Provider Code 00591E
Assessment – Part 1B
Written – Short Answers
Mentoring encourages people to do things for themselves and reflecting on these experiences.
Facilitating group discussions and experiences (Narrative Approach)
Action learning- People participate in things together, reflect on what they have done and then plan out what needs to be done in the future. (What is capacity building, N/A) Excellent!
6.
What private issues might participants bring to a community development project? Private issues may include personal disclosures, conflicts
People’s private issues affect all of society, such as domestic violence, mental health issues, discrimination and oppression and bullying. These examples may be used as a focus point in a community development project. Good, reference?
7.
How do these private issues relate to public issues? Would the community development worker
treat private and public issues differently in the working environment and if so, how?
Personal matters need to be viewed holistically to be able to respond to these issues, as the bigger picture needs to be considered. This will help and educate the public so hopefully these issues will be reduced in our community in future. Private issues will be treated differently as confidentiality is the main thing to consider in this instance. You need to make sure the person gives consent to share their information/story/experiences, or they can choose to keep themselves anonymous. Good, you could strengthen this by given an example
.
