Introduction In the selected case scenario, Gloria Miles is a mother of five children who lives in a low- income neighborhood in a large midwestern city in Illinois. Gloria Miles was diagnosed with schizophrenia and has stated that she has on more than one occasion forgotten to take her medication. Due to Gloria not taking her prescribed medication as directed, she experiences episodes with symptoms that could impact her ability to care for her children. A concerned witness called Child Protectives Services (CPS) and reported she saw Gloria and her children crossing the street leaving one of her children behind and yelling at the children to "hurry up". The case was brought to Child Protective Services (CPS) and assigned to a social worker named Jennifer. The social worker assigned to this case immediately recognized Gloria’s name as being reported in multiple prior incidents. "Children who are raised in low-income communities are more likely to be the victims of maltreatment and other forms of abuse than children who are raised in households or communities with a higher income level" (Downs, Moore, McFadden, 2009). Gloria Miles is not aware of the adverse effects on her children's mental well-being and development because of her poor decision-making. Jennifer (social worker) needs to create a plan based on investigation, assessment, and interviews. Family demographics: Gloria (mother) has five children ages 7, 5, 3, 2, and 10 months. The family lives in a large midwestern city. The neighborhood they live in is poor with a high unemployment rate. Keeping the children in the home is what is best as they are not at imminent risk of serious harm.
Gloria is diagnosed with schizophrenia and is supposed to take medication regularly but does not, however, when she does, she adequately cares for her children. Gloria is currently unemployed and required to spend 20 hours a week at the income assistance/employment agency to earn the public assistance she currently receives. This family requires childcare assistance, employment, and monitoring of medication for Gloria. Resources Food assistance: The Department of Social Services helps families apply for food stamps (SNAP). Family Therapy: Therapy will help Gloria and her children with traumatic events they have experienced in their lives. Child Care: Finding adequate childcare for Gloria's children when she attends educational training and when she gains employment. Legality When alleged abuse has been reported the agency tasked to investigate the alleged abuse falls under the jurisdiction of Child Protective Services (CPS). The Child Protective Services (CPS) will investigate cases of neglect, maltreatment, and child abuse including sexual, emotional, physical, and psychological. Additionally, Child Protective Services (CPS) works with local agencies such as local police. If reasonable cause is found during the investigation of child abuse, the individuals involved could face prosecution, and the children are removed from

the home to keep the child and/or children safe. Human service professionals are responsible for reporting any case of child abuse to local authorities and informing the parent, guardian, or caregiver of their rights in this case Gloria. Gloria should be informed that if the children are found to have endured abuse the children could be removed from her care and placed in foster care where the children will be adequately cared for. "Human service providers are to be respectful, genuine, and honest with their clients" (Downs, et.al.,2009). State and Federal Laws: The Child Abuse Prevention and Treatment Act (CAPTA): “the largest body of legislation about the fair, ethical, and legal treatment of children and is intended to keep them free from all forms of abuse including physical, sexual, emotional, and psychological” (2020). The Adoption and Safe Families Act of 1997 requires states to "focus on the safety, permanency, and well-being of children involved in child protection services" (Down, et. al.,2009). Mandated reporting laws: Human service practitioners are mandated reporters and must follow laws and regulations to prevent legal issues. Recommendations: In Illinois, the Department of Child and Family Services (DCF) is one of the main resources regarding cases of child abuse and neglect. The Department of Child and Family Services (DCF) provides social workers to families that participate in cases of child abuse and neglect. The Child and Family Services shares resources on how to report suspected child abuse and neglect. They also guarantee confidentiality when reporting suspected child abuse and
neglect. Additionally, when legal services are needed the Child and Family Services (DCF) will negotiate advocacy on behalf of families. In the United States, those who are facing other legal issues can call 211 to seek legal services from pro-bono attorneys. After calling 211 for legal services those individuals will be provided legal services depending on the needs of that individual. Depending on State, Federal, and Community levels I would recommend resources that address skills training and employment. Individuals who are provided with resources regarding employment are more likely to participate in the resources and programs especially when being aware of the economic and social benefits. In this case regarding Gloria, having the ability to get trained in a field she is enthusiastic about will provide her with a job that she can financially support her family. When Gloria has a job that will financially support her family she will have the ability to move out of the low- income neighborhood and move into a better area with better schooling for her children. Living in a better area and having better schooling for the children will also foster socio-emotional development. Providing food assistance (SNAP) will provide the children with sufficient nutrition to develop cognitively, and grow properly, and set the stage for lifelong healthy food choices. Providing resources such as the Temporary Assistance for Needy Families (TANF) program for temporary financial assistance will benefit Gloria and her children. The Temporary Assistance for Needy Families (TANF) program provides families in need with financial assistance, food, shelter, medical, and utilities. Having temporary financial assistance would benefit Gloria and her children. Additionally, providing a court-appointed conservator to monitor Gloria and her spending making sure she is spending it properly.
