Human Services Ethics & Law in Child Welfare Candace Adelia Hart Southern New Hampshire University BA Human Services in Child and Family Services Michael McHenry January 28, 2024 6-1 Journal: Interview with a Professional The professional I chose to interview is a case worker who works for the Department of Children and Families (DCF) in Riverside County, California. The caseworker is Jennifer Patillo, who works as a social worker of children and family services assessing and evaluating ongoing case management. The caseworker stated the most challenging part of being a social worker for children and families is managing her emotions. The average caseload Jennifer manages at one time is between 10-15 families in Riverside County, California. The caseworker stated that even though managing her emotions is challenging it is a very rewarding profession. The rewarding part of being a social worker is reuniting children back to their parents after the parents have completed all the requirements that were placed. Jennifer further explained that the child welfare system is effective because it meets the needs of families. Instead of removing children from the home, it provides more in-home services as a first step. Jennifer has been a social worker for over a decade and expressed that from the past to now there are more available resources. The "Department of Children and Families (DCF)" and "Child Welfare" continue to evolve the required services needed by families. The two main resources that are known to be effective for families in California are Family Centered Services and Comprehensive Home-Based Services. When families are unable to receive in-home care other agencies help provide services that are beneficial to families. Jennifer stated that "The Department of Children and Families (DCF)" uses resources to locate the services that the specific family needs however there is sometimes a waitlist due to lack of funding and staffing. I asked Jennifer what the most common delivery tool used and she stated the best and most common is family-centered service delivery. That family-centered service delivery consists of early intervention, family services, and Head Start services, and establishes resources that strengthen parenting skills. Strengthening parenting skills helps with decision-making and creating goals that surround the family. Family-centered service delivery is "a way of working with families, both formally and informally, across service systems to enhance their capacity to care for and protect their children. It focuses on children's safety and needs within the context of their families and communities and builds on families' strengths to achieve optimal outcomes" (National Resource Center for Family-Centered Practice, 2018). Common legal issues regarding proving child abuse, neglect, and maltreatment were discussed with Jennifer. We discussed individuals reporting child abuse and neglect and how it is alleged until the report
is investigated thoroughly. Jennifer stated that when child abuse and neglect are reported many things need to be considered such as the potential danger to the child. Having a report of child abuse and neglect over the phone is not easy knowing if it is a false report or true. After the investigation is completed if "The Department of Children and Families (DCF)" finds insufficient evidence the case is closed. Ethical issues are another thing Jennifer stated she deals with. She also stated that when she first started it was sometimes hard for her being a parent herself to not be biased. Since she started over a decade ago to now she has learned ways to separate her personal life and professional life. Jennifer stated with more experience she has found ways to separate the two and find ways to protect her mental health as well as follow the law and regulations. Jennifer stated that a human service professional must always follow the laws and regulations to protect herself as well as her clients. Lastly, Jennifer wanted to provide some advice since I am a future human service professional and future social worker of children and families. She stated to be 100% sure this is the career path I want. It is both challenging and rewarding. Being a social worker of children and family you have to care about providing help to parents regardless of their past or mistakes. She also stated that we should never judge someone for their current situation and that there is always more than what meets the eye. She wanted to also stress this job is time-consuming, overwhelming, and stressful. It takes a lot to become a social worker for children and families. Despite the challenges being a social worker is extremely rewarding and you help change the lives of children and families. Reference National Resource Center for family-centered practice.
