Cultural Competency Reflection 2 Cultural Competency Reflection At the Institute for Family Development, the client population consists of families involved in the child welfare system, who are suspected of abuse or neglect of their kids. This type of incident is referred to as child maltreatment. (Children’s Bureau, 2020) It is defined as the intentional harm done to a child by either their primary caregiver or their parents. The common cultural experiences of the individuals who are involved in the child welfare system are often influenced by both external and internal factors. “ Substance abuse, inadequate housing, health needs, parental incarceration, and racial discrimination are just some of the issues that challenge the capacity of the child welfare system and its staff to provide adequate services to the families and children it serves” ( Chibnall , et.al , 2003, para. 1) . Inadequate housing and poverty go hand in hand. Despite the lack of attention paid to the issue of inadequate housing, studies have shown that children are still more vulnerable to abuse and neglect when they are in unstable or overcrowded conditions. (mathiso8@uwm.edu, 2017) Being exposed to substance abuse can be very harmful to children. They are often abused and neglected by their parents or guardians, and these experiences can lead to mental and physical health issues. (Spiegel, 2023) The initial signs of incarceration are often preceded by several factors such as poverty, child abuse, and marital discord. ( Effects of Parental Incarceration on Young Children , n.d.) These factors can lead to the development of a period of instability and conflict that can affect the children of incarcerated parents. In terms of their age, almost half of the kids of incarcerated parents are younger than 10 years old. These cultural experiences discussed are a sample of many experiences. Cultural Competency Reflection 3 religion are other common cultural experiences that families involved in the child welfare system experience. I found myself a single mother of four young children many years ago. I did not receive any financial assistance from my ex-husband and struggled financially. Because of the extent of the abuse that I experienced, I quit my job and moved far away. Finding an apartment was difficult because of my status. Landlords did not want to rent an apartment to a single mother of four who has no job. I was offered the chance to stay in a pool house with my kids until I found a place to live. All five of us shared a single bed and huddled together. Finding a job was another battle that I endured. I needed to make sure that my schedule allowed me to take my kids to school and pick them up. As soon as the interviewers discovered that I had four kids, they questioned if I would be reliable. I did not hear back from any of them. The worst part was when my car broke down and I could not afford to fix it. I walked everywhere, including the food lockers. I could only carry so much, and it did not last as long as we needed it to. I gave up my portions of food so that my kids could eat. Yes, this caused so much stress, that when I did receive my welfare check, I began to buy alcohol and drink after the kids went to bed. I was able to see firsthand how fast an individual could spiral downwards because of abuse, discrimination, and lack of income. It all took a toll on my mental health. Although I did not reach a level that the child welfare system needed to get involved in, I have experienced many of the cultural experiences of families involved with the child welfare system. I appreciate the support that I personally received that pulled me out of the downward spiral before my situation became too dire. 19 years later, I can assist people in similar situations with a sense of empathy and understanding. I am not above any of these individuals. Our stories are just different.
