UNDERSTANDING THE VICTIM THROUGH DATA 1 Understanding the Victim Through Data Natasha Delgado Victimology- CJUS280 Professor: Anthony Stallings August 6, 2023
UNDERSTANDING THE VICTIM THROUGH DATA 2 In this paper I will be writing about the difference between two government data collection systems, their strengths, and weaknesses when it comes to providing different types of data. Such data is provided voluntarily by police agencies as well as data that is collected from surveys. The FBI’s crime data explorer or (CDE) which is an online data tool where law enforcement as well as the public can easily access, view, and understand the data that is collected which includes arrests, clearances and more. Once you get onto the website the crime data page gives you the option to select your location between national or state, agency, year, type of crime, age group, sex, race, and ethnicity. This information is submitted by law enforcement voluntarily and sometimes it doesn’t have relay all the information, or just some information doesn’t get entered. The Crime Data Explorer (CDE) shows that in 2021, in the state of Arizona only 83 out of 126 law enforcement agencies in the state submitted data in the NIBRS, therefore FBI estimates the crime statistics based on the data received from those 83 law enforcement agencies. According to the FBI Crime Data Explorer (CDE) the data they received from those 83 law enforcement agencies reported that 9,267 violent crime incidents, and 11,085 offenses were reported in the state of Arizona, which covers 52% of the total population. (FBI Crime Data Explorer, (CDE) (N.D.). The age group consists of 20-29 & 10-19 for both the offender and the victim, the offender in most cases is the male with the female being the victim, and the race shows to be white/Caucasian. It seems as to the crime in the state of Arizona has not only increased but it surpasses the numbers for the U.S. according to the CDE. (FBI Crime Data Explorer, (CDE) (N.D.) The National crime Victimization Survey (NCVS) collects data from victims of reported and unreported nonfatal violent and property crimes against adults over the age of 12 from a

According to the NCVS website this survey is the nation’s primary source of information on criminal victimization. (National Crime Victimization Survey (NCVS),2023). Their data is gathered annually from a nationally representative sample of approximately 240,000 individuals in approximately 150,000 households. These individuals are interviewed regarding the frequency, characteristics, and effects of criminal victimization in the U.S. The NCVS survey gathers data on household property crimes such as motor vehicle theft, burglary/trespassing, and others, as well as nonfatal personal crimes such as robbery, sexual assault, rape, aggravated assault. Respondents to the survey disclose personal information about themselves such as age, sex, race, ethnicity, marital status, income, education and whether they experienced a victimization of any kind. The NCVS survey is available to every household age 12 and up, any eligible person in the household gets interviewed every six months, the first interview is typically over the phone, while others can be done over the phone and to collect this data it requires a total of seven interviews. According to the NCVS website in their 2021 data, 150,138 households were interviewed, 67% of eligible families participated in an interview. Based on the information that was gathered for the year 2021, the rate of violent victimization was 16.5 victimizations per 1,000 persons ages 12 or older. (National Crime Victimization Survey (NCVS), 2023). The difference between these reporting tools is that the FBI’s (CDE) Crime Data Explorer gets their data from police reports that are submitter, it can be very detailed depending on how much information the law enforcement agency submitted, whereas the National Crime Victimization Survey (NCVS) comes from interviews that are giving to eligible families withing our communities. I think that both have reliable information that can help you stay up to date with what is going on within the community, they were both easy to navigate and understand.

UNDERSTANDING THE VICTIM THROUGH DATA 4 I would probably use this data to help the Hispanic community by encouraging them to stay informed, up to date, to volunteer and participate in the community programs. I think it is important to have diversity, you never know if someone can identify with you. My community uses this data to implement activities, programs and services that not only help promote safety but also encourage the community to rally together and get to know one another. My community has many services and programs within their Crime Prevention Unit such as the Neighborhood watch, which is a good way to alley with your fellow neighbors and learn how to prevent crime within the community, Getting Arizona involved in Neighborhoods (G.A.I.N) which is a citywide annual event the city hosts to promote safety, crime prevention and the use the event to encourage the community to work together to fight against crime. They also have a form that business owners can fill out to help keep their property safe, as well as a safe location under video surveillance if you are one of those people that like to either buy or sell items on the internet. I think that it is awesome they have many programs and services that keep law enforcement and the community engaging. I honestly was surprised at the vulnerable victim population in my city, as well as the numbers for violent crimes. In my opinion, I love the fact that my community has all these programs and services to help prevent crime, but I think part of the issue in my community is homelessness, I noticed that over the years more people have become homeless which in some cases results on people committing crimes out of desperation. I think coming up with a plan to fight homelessness might help reduce the crime rate in my area.
UNDERSTANDING THE VICTIM THROUGH DATA 5 In conclusion I believe that using both tools the FBI’s Crime Data Explorer (CDE) and the National Crime Victim Survey (NCVS) provide reliable information regarding crimes within your city and statewide. Having both tools is very resourceful and can help our communities implement plans to prevent crimes.
