I also wrote my post on this case study. I was surprised when the author said that he listed Chloe as having traits of Borderline Personality Disorder but did not want to burden her with that diagnosis so listed it "on axis 2" as having Borderline Traits. I feel that this was a dis-service to Chloe, especially with her history of homelessness and unemployment due to these "traits" (LeCroy, 2014). I also feel like Borderline Personality Disorder might be the better primary diagnosis because depression and anxiety can stem from the traits associated with BPD, but I am not entirely confident in that opinion. I like your first goal for Chloe to be outdoors with people because it is measurable if you state how many times a week and for how many minutes she will expose herself to people. The second goal needs a little more clarity I think. If the goal is to decrease negative self-talk, assigning Chloe an activity that can be done that is measurable, such as a journal assignment, could work. For example, Chloe will complete a daily journal to write down any recognized negative internal dialogue she experienced, why she had those thoughts, and reasons why her self-talk could be lying to her. This way, it can be measured in numerous ways, such as the number of times she experienced negative self-talk in a day or measuring the severity or effect of the self-talk on her depression and anxiety.
