Introduction Evaluations are performed to determine if a program is working properly. Through an evaluation, areas of strength and areas that need improvement can be identified. Once the evaluation is completed, the results are reviewed to find if the goals of the program have been achieved. Program and Target Age Group Winnebago County’s Birth to Three and Early Intervention program is a community- based program for families with children ages birth to three-years-old who have disabilities or developmental delays (Winnebago County, 2023). Developmental Needs and Risk Factors Developmental needs provided by the Birth to Three and Early Intervention program includes intervention services such as Speech/Language Pathology, Early Childhood Special Education, Occupational and Physical Therapies (Winnebago County, 2023). To meet the requirements to qualify for the Birth to Three program, a child must have at least a 25% delay in one or more of the following areas: Cognitive, Physical/Motor, Communication, Social or Emotional, or Adaptive Skills. Risk factors include the medical factors in place related to the child’s developmental delay. According to the CDC “some health conditions, such as asthma, gastrointestinal symptoms, eczema and skin allergies, and migraine headaches, have been found to be more common among children with developmental disabilities.” Resiliency factors of the Birth to Three and Early Intervention program are an individual Family Assessment being conducted after the initial evaluation, as well as an Individualized
Family Service Plan. This plan is created by a primary coach who will work directly with the family to help set and achieve the goals created for the child’s development. Also, to help with the comfort for the child, services may be provided in the home or childcare setting. Description of Program The Winnebago County Birth to Three and Early Intervention program is designed for children with developmental disabilities or delays from birth to age three. The program is designed to aid the child with an Individualized Family Service Plan designed by a primary coach and aided by professionals such as therapists (speech, physical, occupational) and Early Childhood Special Education programs. Birth to Three and Early Intervention has a requirement that a child meet specific requirements of having at least a 25% delay in one or more of the following areas: Cognitive, Physical/Motor, Communication, Social or Emotional, or Adaptive Skills. Winnebago County’s Birth to Three and Early Intervention program’s goal is to help children participate in their family activities and communities. (Winnebago County, 2023)
