Procurement Plan: PRME Project Introduction: Procurement plan plays a vital role in the selection of the engaging processes and the approaches for the corporate partners that are required in the PRME project. The main aim of the project is to establish the relationship, which is ongoing with the corporate partners from worldwide, so that the development could be promoting the diffusion of the new and advanced educational technologies, so that it could be transferred and disseminated to the developing countries. Project Scope: In the project scope the identification of the partners is done along with the new advanced educational technologies, also it includes the customization of the technology to fit in the needs of the school organization, the installation of the technology, giving training to the faculties for operating it, creation of the material for training for the students, and providing the ongoing user support to the new upgradation. Procurement Objectives: The primary objectives which need to be focused during the procurement process are: Identifying the correct corporate partners who are apt for the fulfillment of the project requirements. Bringing in diversity by giving the preference to the partners from the developing nations, and the partners whoa re from the visible minorities, and bringing in majority of the women as shareholders. Making sure that the educational technologies are available on time, the support services are available on time as well as the training materials for the usage of the advanced technologies. Making the favorable terms and conditions which fit appropriately for the transfer of the technology to the developing nations.
Procurement Method: The procurement process will be having the bidding approach. The request for the proposal will be given to the corporate partners which have the appropriate potential, the invitation will be sent so that they can submit their proposals regarding the project’s requirements. The selection of the partners will be completely based on the criteria which is predetermined. Procurement Phases and Activities: a) Pre-Procurement Phase: Developing a clear vision regarding the statement for tasks or works that need to be performed in the project to fulfill the requirements. Reviewing the partners and identifying their expertise in the fields, their capabilities to perform tasks and then align it accordingly with the objectives of the project. Researching the market so that the availability of the education technologies that are being preferred in the market could be assessed and then decision could be made accordingly. b) Procurement Planning Phase: Creation of the procurement plan which is going to have a timeline for the completion of the procurement, the budget that is allocated for the procurement and the resources that needs to be allocated. Making the criteria which will include the weightage so that the partner selection could be done accordingly. Making a procurement team which will be responsible for the management and completion of the procurement process. c) Procurement Execution Phase: It is important to provide the RFP to the potential partners, which is going to provide the important information regarding the project, and also the evaluation criteria.

Pre-Bid meetings could be conducted so that the all the questions could be clarified so that the project requirements could be understood well. Evaluating the proposals that are received based on the experience, financial terms, alignment with the project vision and goals, and the technical capabilities. Shortlisting the partners so that they could be moved ahead to another step for the evaluation and negotiations to be done. d) Contract Award and Administration Phase: Selecting the partners who have passed the evaluation. Negotiating regarding the contacts terms and conditions to be accepted, bringing in the favorable terms and conditions for the transfer of the technology to the developing nations. Finalizing the terms and conditions in the contract and after agreeing to it signing it with the selected partners. Establish a way to continually monitoring the performance of the partner so that the deliverables as per the contract are respected and completed timely. Evaluation Criteria: The criteria which will be followed for the evaluation of the potential partners: a) Technical Capability: Checking the track record of the partner and its experience in accommodating the educational technologies experience earlier. The ability of the partner to do customization according to technology to fit as per the needs of the school organization. The experience of the partner in the installation of the technology in the educational settings. b) Financial Viability: The assessment of the partners in terms of the financial stability and the capability to bring in the advancement of the technology. c) Alignment with Project Objectives:
Commitment of the partner towards the environmental sustainability and the responsibility towards the management of education. It is important that the partner demonstrates the diversity and inclusion of the minorities and the women as the major shareholders. d) Cost: It is important that the partner considers the proposed cost of the procurement and the value of the money. Project Timeline: Activity Date Pre-Procurement Phase June 2023 Procurement Planning Phase July-August 2023 Procurement Execution Phase September-November 2023 Contract Award & Administration Process December 2023-January 2024 Resources: Team for Procurement: Project Manager, Procurement officer, Technical Experts, Financial Analyst Considering the financial resources which are important for the contact payment and the project administration. To assess the capabilities and suitability of the technical resources. Risk Management: The identification of the risk and development mitigation techniques and strategies related towards the procurement, such as delays.
