W7: Global Terrorism
What defines critical infrastructure and key resources? Specific to the threat of
terrorism related to these critical assets, can you describe the possible
motivations for those carrying out terrorist activities?
Critical Infrastructure is defined as “the assets, systems, and networks, whether
physical or virtual, so vital to the United States that their incapacitation or
destruction would have a debilitating effect on security, national economic
security, public health or safety, or any combination thereof.” (Fay, 2010) and key
resources are defined as “publicly or privately controlled resources essential to
the minimal operations of the economy and government.” (Fay, 2010). There are
numerous reasons why terrorists would cause chaos and destruction. Some of
those motives can be politics, and they are the types of groups that constantly
fight for what they think in their world that they have been mistreated unjustly by
their government. As stated in the textbook, “First are terrorists that seek to form
a separate state for their own group, which is often an ethnic minority.” (Fay,
2010). There is nationalism, which is the type of people that try or will get their
point across violent acts to get what they want. As stated in the textbook,
“Nationalist groups tend to calibrate their violent acts at a level high enough to
maintain pressure on the established government but not so high as to alienate
the group’s members and outside supporters” (Fay, 2010) and “These groups are
capable of carrying out large-scale attacks because they can call upon resources
of the state: government intelligence and weaponry, diplomatic immunity,
documents that permit cross-border travel, and a cloak of legitimacy.” (Fay,
2010). Religion groups will “use violence to further what they see as divinely
commanded purposes.” (Fay, 2010). This category is tough when figuring out the
truth behind their motives. So, terrorist will tell their people to cause a holy war,
but instead of guiding them through, they would leave it for the group to conduct
as they see fit or leave it for interpretation.
