Executive Summary The Blankenship Group was established in 2020 by Amber Blankenship and Grantham University who had a vision to create new learning opportunities for local students. The project will run for (period), after which we will re-evaluate. The next step will be to establish a scalable process that could be implemented in other communities we're working with. We believe that this program will help introduce our services to an underserved (population). By the program's end, we anticipate a lower student to teacher ratio and a better environment to encourage learning within the community. The total cost of implementation for this project is $27 million. Your investment of $27 million will help us complete the funding to implement the renovation of our first school. OVERVIEW The Objective The overall goal is to reduce the high student to teacher ratio and improve the quality of learning. Flint community schools are currently at a 28:1 student to teacher ratio, we want to reduce that to 17:1 by 2026. Renovating the already standing Flint central High school will not only reduce the student to teacher ratio but will also preserve the history and culture of the community. Renovating Flint Central High School will provide several positive outcomes for the community such as: 4

Environmental benefits Economic benefits Educational benefits After renovations are complete, we will collect data on the overall effect of the newly renovated school. Following are a few measures we will conduct: Track the student enrollment and teacher hiring data throughout the year to monitor the changes in the student to teacher ratio. Conduct standardized exams and assessments to measure the academic progress and achievement of students. Collect feedback from students, teachers, and parents to evaluate the satisfaction and engagements levels of all stakeholders. We want to move forward with the renovations starting at the end of 2024, we expect the renovations to be complete in 18 to 24 months. The Solution The solution to reducing the high student to teacher ratio in Flint, Michigan is renovating Flint Central High school. The school enrollment capacity is over 1400 students. This can easily reduce the 28:1 ratio currently in Flint community schools by 10%. Receiving a grant of $27 million will provide all the needs to renovate the already standing school. Renovating the Flint Central will not only provide more classrooms for students and teachers but it will also provide jobs for the community, reface the abandoned building, and preserve buildings history. Reducing the student to teacher ratio means having fewer students per teacher in a class. This topic was chosen because several schools in the Flint Michigan community have closed, and classes have become overcrowded. If the Grant is approved the renovation of Flint Central High school will be successful in reducing the student to teacher ratio. Renovating the already standing school can lower the student to teacher ratio by allowing districts to hire more teachers, build more classrooms, or redistribute students across schools. This can improve the quality of instruction and student outcomes, especially for low-income students. According to 5
Jackson, C.K., R. Johnson, and C. Persico, increasing education spending due to reforms can lower the student to teacher ratio by about 10 percent. This means if a district had an average of 20 students per teacher before the reform, it would have 18 students per teacher after the reform. Lowering student-to-teacher ratio can have positive effects on student learning, such as more individualization attention, better classroom management, and higher student engagement. Reform is the main solution that can be obtained by renovating Flint central High school. Several studies suggest that renovating abandoned schools can lead to lower student-to- teacher ratios. One study by Jackson, C.K., R. Johnson, and C. Persico, found that when a district increased spending by $100 due to reforms, spending on instruction increased by about $70, and spending on support services increased by about $40 on average. The higher spending was associated with lower student-to-teacher ratios, longer school years, and increased teacher and other support salaries. The lower the student-to-teacher ratio, the more beneficial it is to the students, with larger effects for children from disadvantaged backgrounds. The main benefit of reducing the student to teacher ratio is that it can improve student learning outcomes by allowing more individual attention, better classroom management, and less distraction. There is a growing need for the renovations executed by professionals and distributed across the community with a strong infrastructure. To address these issues, we propose renovating the flint central high school that would aim to reduce the high student to teacher ratio and improve the quality of education in 18 to 24 months. 6

Method Renovating abandoned schools can enhance the educational environment by providing updated technological infrastructure and increasing accessibility of facilities for disability access according to ACB counseling services. Method no.1, Design the infrastructure and hire the crews needed to renovate the building, End date 2024. Method no.2, Begin renovations. End date 2024.
