All of John Yate’s suggestions to enhance public assistance in the 1800’s related to the management of the under privileged and disadvantaged as New York’s secretary of state, John Yates tried to create legislation that would improve how the impoverished were treated. One of the key proposals resulted in the creation of the statue in 1824 that said that poor houses should be built and other needy people should be cared for these adjustments prompted the federal government to increase financing, and new taxes were created to aid the under privileged. For instance, in 1828, Ulster County, New York, constructed a poor house. In 1820 Quincy report made clear how the state of Massachusetts handled its poor. The study, which was authored by senator Josiah Quincy III (who may be seen in the artwork on the left), sought to advance the ways in which the under privileged are cared for. The report, published in 1821, demonstrated the futility of measures such as binding out, auctioning off, outdoor relief, and removing pampers from towns they did not reside in. the committee determined that there were two categories of the poor: those who were the “able poor”, who had the ability to better themselves but chose not to, and those who required public aid. The committee also said that numerous overseers of the poor frequently took advantage of the destitute people under their care. The Quincy report promoted the establishment of poorhouses and almshouses and suggested that these establishments should be subject to state regulation and inspection. John Van Ness Yates, the secretary of state of New York, contributed to the creation of reform clause in 1823 to enhance the treatment of the under privileged. He traveled throughout New York state, just like Quincy had done a few years before, to observe how other countries coped with poverty. Personally, I will uphold all of Yates recommendations. I believe that poverty was to be tackled in the state of New York was significantly influenced by the Yates report. In reality, New York state passed a legislation in 1824 mandating the construction of poorhouses and the provision of aid for individuals in need. Response #1 In the annals of history, there exist instances where well-intentioned recommendations fail to translate into meaningful change. One such episode revolves around the recommendations made by an individuals know as Yates regarding public assistance and institutional relief. Yates advocated for the mandatory employment of individuals between the ages of 18 and 50, while denying public assistance to those who worked. The consequences of these recommendations and their implementation cast a harsh light on society’s approach to caring for its most vulnerable members. This essay delves into Yate’s recommendations, the problems with their execution, and the consequences that unfolded within the almshouses of the time. Response #2 The history of the welfare system in the United States is marked by significant changes and developments over the years. In the early 19 th century, recommendations by figures like Yates led to the establishment of welfare practices, including work requirements and institutional relief. However, as time passed, it became evident that there were short comings in the system, particularly in the conditions of almshouses and the need for more tailored support for reform in the welfare system emphasizing improved living conditions, tailored assistance, and the importance of training and self-sufficiency. It also underscores the importance of recognizing
that government assistance should be temporary, offering a helping hand to those in crisis while facilitating their return to independence.
