barriers in accessing health care services. Access and quality of care of special needs populations
hold their own individual challenges.
Some Special Needs Populations
include:

Some of the
PROGRAMS
that are available to special needs populations include:

Affordable Care Act (ACA – also referred to as ‘Obamacare’) – is a federal statute
regulating expansive health care coverage in the United States.
●
Indian Health Care Improvement Act – (IHCIA) – An act providing the provisions of
health care to American Indians and Alaska Natives. It is part of the Patient Protection
and Affordable Care Act.
●
WIC – (Women, Infants, and Children) – A supplemental nutrition program in the U.S.
offered by the Food and Nutrition Program - Department of Agriculture. WIC provides
federal assistance for women, infants, and children providing health care and nutritional
needs of low-income pregnant women, children under the age of five years old, and
breastfeeding women.

OWH – (Office of Women’s Health) – Functioning to improve the health and well-being
of women and girls. The office is part of the U.S. Department of Health and Human
Services.
●
SAMHSA – (Substance Abuse and Mental Health Services Administration) – A branch of
the U.S. Department of Health and Human Services. In charge of improving the
availability and the quality of the treatment and rehab services to individuals in an effort
to reduce illness, disability, death, and the resultant cost to society.

The vulnerability of individuals with mental illness
stems from their impaired mental state and lack
of competence, leading to a power imbalance.
This makes them susceptible to challenges in
providing informed consent for treatments and
maintaining autonomy. Additionally, competent
yet vulnerable adults may face difficulties in
resisting institutional or healthcare pressure.

Thoroughly analyzes the effect the
Population has on Health Care Delivery
Mental illness adversely affects healthcare
delivery by hindering the effective management
of chronic medical conditions like obesity,
hypertension, and diabetes. People with mental
health disorders are more prone to developing
and worsening chronic illnesses. The
compromised autonomy of mentally ill individuals
further impacts healthcare delivery, as respecting
their wishes becomes a challenge for healthcare
providers.

Care Delivery has on the Population
The impact of healthcare delivery on the mentally
ill population lies in their limited access to mental
health care. Barriers include the high costs of
services and a shortage of mental health
professionals. The prohibitive expenses and
scarcity of resources result in a significant number
of mentally ill individuals going untreated.

SAMHSA provides numerous benefits to the
mentally ill, including overdose prevention,
improved access to suicide prevention and crisis

integration of behavioral and physical healthcare,
and reinforcement of the behavioral health
workforce. The organization also offers support
programs, emphasizing the essential nature of
behavioral health to overall well-being in the U.S.
