Policy Advocacy and Legislation
Semester 4 Assignment #1
Policy Assignment
Student Name: Section: D Professor: Due Date:
1. The policy focus is on special diets, which may include policies concerning anaphylaxis as
they relate to food issues. To complete the assignment each group will need to collect related
policies from a minimum of two different centres.
McMurrich Sprouts Daycare
GBC Lab School 2. Cite 2 relevant regulations (i.e., relevant to special diets) from the Child Care & Early Years
Act 2014, and explain specifically how each of your selected policies meets or does not meet the
standards for these 2 regulations.
a.
Relevant regulation 1 from the Child Care & Early Years Act 2014.
The CCEYA regulations 43 states “
Every licensee of a child care centre
shall ensure that a list is posted in each cooking and serving area of each child
care centre it operates that sets out the names of the children receiving child care
in the child care centre who have food allergies or other food restrictions and
their respective allergies or restrictions.
”
b.
Explain specifically how each of your selected policies meets or does not meet the
standards for this regulation. McMurrich Sprouts Daycare policy meets this regulation completely as
the policy clearly states that “
All labels will be read by a staff member prior to
serving
” (McMurrich Sprouts Daycare, p. 1). As in the daycare's policy,
McMurrich Sprouts Daycare attached the essential information such as children's
food allergies and anaphylaxis in each room, in the director’s room, and in the
staff's room. In addition, the daycare uses a nameplate, that has detailed
information about the children's food allergies and restrictions. It helps to remind
the supply teachers or volunteers about children's food allergies and dietary
restrictions. GBC Lab School policy also meets the regulation because the policy states
that “
Food allergy/restriction lists are posted in every food preparation and
service area as well as updating catering service with current information.
”
(GBC Lab School). GBC Lab School has a board that includes children’s food
allergies in each room and kitchen, but it is hard to share it with the other staff and
volunteers. When the supply teacher came to the room, the usual teachers lets
him/her know about children’s food restriction, in person. c.
Relevant regulation 1 from the Child Care & Early Years Act 2014.
The CCEYA regulations 39 states “
Every licensee shall ensure that each
child care centre it operates and each premise where it oversees the provision of
home child care has an anaphylactic policy that includes the following: A strategy
to reduce the risk of exposure to anaphylactic causative agents.
”
d.
Explain specifically how each of your selected policies meets or does not meet the
standards for this regulation. McMurrich Sprouts Daycare policies meet this regulation because the
policy clearly states that “
Extra special supervision of anaphylactic children

during eating (i.e. Sitting opposite / next to staff)
” (McMurrich Sprouts Daycare,
p. 1). Based on McMurrich Sprouts Daycare anaphylactic policy, the daycare has
more than 10 specific strategies for children who has anaphylaxis. The daycare
policy states that if a child has a food anaphylactic, the child must have extra-
supervision from the teacher (e.g. The child needs to sit beside the teacher), to
prevent an emergency.
GBC Lab School policy also meets the regulation because the policy states
that “
The centre adheres to individual food restrictions/allergies as indicated by
family/guardian upon notification.
” (GBC Lab School, p.X). GBC Lab School has
also 6 different strategies for anaphylaxis children, and I identified that the lab
school provide substitute food or individual food by family’s notification. 3. Cite 2 relevant Criteria from the City of Toronto’s Assessment for Quality Improvement
(AQI), again relevant to special diets, and determine how each of your selected policies meets
the criteria, and at which level the criteria is being met.
a) Relevant Criteria 1, relevant to special diets, from the City of Toronto’s Assessment
for Quality Improvement(AQI) /2
The City Of Toronto’s Assessment for Quality Improvement states that
“
Menu and/or snack plans are adapted with appropriate and varied changes to
accommodate children
” (City of Toronto, 2012) b) Determine how each of your selected policies meets the criteria
/2
McMurrich Sprouts Daycare policies state that if the child had an
extremely dangerous allergy that the daycare cannot accommodate, the child will
be asked to bring snacks from home. Furthermore, it is said that the list of
allergies will be revised as necessary.
GBC Lab school states that “
children with food allergies or intolerances
will be offered alternative food that is similar in nutritional values as the food that
is planned on the menu for the group.
” It matches that menu is appropriately
changed
to
children
who
has
special
dietary
restrictions.
c) At which level the criteria is being met. /1
McMurrich Sprouts Daycare meets the criteria.
GBC Lab School exceeds the criteria because it said that they will serve menu adaptations that appear to be similar to the food that is served to other children, e.g.: they will serve ground chicken instead of ground beef for children who cannot eat ground beef.
a) Relevant Criteria 2 from the City of Toronto’s Assessment for Quality Improvement
(AQI)
/2
The City Of Toronto’s Assessment for Quality Improvement states that “
A
list of enrolled children’s individual diets are posted and includes: The individual
dietary requirement listing is updated as the individual needs of the children
change and when new children are enrolled and includes the following: Name of
child; Description of dietary restriction; Listing by group; Date list was last
updated; What medical attention or action to be taken after exposure to food
allergies and/or restrictions; Updated semi-annually.
” (City of Toronto, 2012.) b) Determine how each of your selected policies meets the criteria, /2
GBC Lab School policy clearly states that the school have child’s
individual plan and emergency procedures. For example; the plan includes a
description of the procedures to be followed in the event of an allergic reaction or
other
medical
emergency.
McMurrich Sprouts Daycare matches the policy that they have list of children’s
names, food restrictions and the list of emergency procedures for Anaphylactic
shock.
c) At which level
the criteria is being met.
/2
GBC Lab School meets the expectation by posting a list of children with
food restrictions and allergies viewed clearly in the kitchen.
McMurrich Sprouts Daycare meets the expectation.

4. Identify 2 relevant
Quality Standards focused on special diets, for each of your selected
policies and discuss how the standards are relevant to each policy. Ensure that the quality
standards that you select are at a higher level than the CCEYA regulations. The Quality
Standards can be chosen from any or all of the following sources: Administering for Quality:
Leading and Collaboration Canadian Early Childhood Programs, 5th edition, Chandler, K.
(2015); NAEYC Accreditation a; Healthy Foundations in Early Childhood Settings, 5
th
edition,
Pimento, B., Kernested, D. (2015); CECE Standards of Practice and Code of Ethics 2017.
4a) Relevant Quality Standard 1
focused on special diets, for each of your selected policies /
2
The Nutritional Policy and The Anaphylactic Policy of The GBC Lab
School meets the criteria of the CECE Standards of Practice and Code of Ethics
2017, Standard III: Safety, Health and Well-Being in the Learning Environment.
4b)Discuss how the standards are relevant to each policy
/1
The Standard connects with The Nutritional Policy as the Policy states that
they encourage nutrition by providing nutritional food that provide “
raw materials
for growth, fuel for energy, and vitamins and minerals that keep their body
healthy and functioning properly.”
(Nutrition Policy). The meals have nutrition
from all 4 food groups and have various textures, tastes and smells, to show food
diversity and encourage nutritional meals. They also work work with the families
do determine what the child should eat and the proportions, specially for infants.
The Standard connects with The Anaphylactic Policy as the Policy states
that the centre works with the families to determine an Individual Emergency
Plan, that tells the staff what the child is allergic to, what the staff should do in
case of a reaction and what treatments are appropriate for the child. The centre
has substitutes for dietary restrictions and allergies. The parents also have the
right to choose which treatment is allowed for their child, showing teamwork
between the staff and the families. The staff, parents, volunteers are briefed about
the allergies via the orientation and list of allergies and dietary restrictions in
every serving area. 4c) Are the quality standards that you select are at a higher level than the CCEYA regulations?
/1
The First Quality Standard is not at a higher level than the CCEYA
regulations as the CCEYA Nutritional and Health & Medical Supervision
Standards are more detailed and have Standards where the childcare provider
detailly knows exactly what he/she must do in regard to these group of Standards.
Whereas in the CECE Code of Ethics & Standards, the Standards are extremely
vague as some of the policies aren’t descriptive instructions but, what the person
should do. 4a) Relevant Quality Standard 2
focused on special diets, for each of your selected policies /2
The CECE Standards of Practice and Code of Ethics 2017, Standard IV:
Professionalism and Leadership is relevant to the nutrition policy and the
anaphylactic policy, by meeting the criteria. 4b) Discuss how the standards are relevant to each policy
/1 McMurrich Sprouts anaphylactic policy outlines the responsibilities of the
staff to maintain the quality of the daycare. According to the code of ethics,
RECEs must be well informed about the policies and procedures set in place in
order to keep the children safe. McMurrich Sprouts anaphylactic policy states,
staff must always read the labels before serving snack, and must wash their hands
before and after handling foods. The code of ethics also states that staff must
support and collaborate with colleagues, including Early Childhood Education
Students and those who are new to the profession, this connects with the
daycare’s policy, because staff must decide who’s supervising the child with a
severe allergy, also must be on the same page about the responsibility of who is
going to clean up after food is served and who will remove the garbage after
lunch. If the staffs roles are not addressed or shared the, or no one is taking the
responsibility to communicate then the quality of the day care is not up to
standard. The nutritional policy at the GBC lab school states, children are
encouraged to try new foods, and their role is to ensure that children are served
nutritious meals and snacks. They are aware of the amount of food eaten varies

and depends on the individual child. Food restrictions and allergies are posted for
staff to see, these posting are always updated to make sure it is the correct
information. Staff understand their legal obligations of practise according to the
code of ethics and standards of practice. c) Are the quality standards that you select are at a higher level than the CCEYA regulations
/1
The quality standards that I have selected are not higher than the CCEYA regulations, because the CCEYA is the highest level of regulations and standards. The AQI has outcomes and expectations that child care providers have to meet, they are service standards, while the CCEYA is a licensing standard that child care providers must specifically maintain and meet.
