Verify Taxpayer Information The Form 13614-C review which is titled ‘Job Aid for Volunteers for the Intake-Interview
and Quality Review’, presents itself as a procedure designed to assist in informing the taxpayer of which information is required that they would need to provide to accurately have their income taxes prepared. It also reminds them of having to complete the first four pages of questions that they need to provide answers for, while the volunteer conducting this intake interview and quality review assists in explaining to the taxpayer how the tax-preparation process works as well as answering any further questions or concerns that they may have. It is crucial as well that the identities of the taxpayers are verified as well as any other individuals that may be listed on the income tax return as well. This information can be confirmed by asking for certain documentation to be provided, such as a current photo I.D., social security card, as well as any pertinent tax forms they would need to include in their income taxes like a W-2 form or a 1099, etc. Taxpayer’s Information
I will be using scenario eight for Zoe Watson as the basic scenario of which I will be conducting the audit. The 13614-C form ‘Intake/Interview and quality review’ sheet was filled out and completed by Zoe. All the questions were fully addressed and appeared to be correct. Interview
While the taxpayer is being interviewed, form 13614-C should be reviewed and examined with the taxpayer, and further questions should be asked to gain a better understanding
of their income tax status. This includes requesting personal information to be presented that may
include their address, marital status, phone number, occupation, any additional income, as well as social security numbers for them and any dependents they may have. In the Interview, I made sure to ask Zoe to provide me with a form of identification with her photo, and her social security card as well as her dependents’. Zoe mentioned her filing status was to be as a single person, with her two dependents, Ivonne and Joshua Watson, who have resided at her residence for the entire calendar year. She also provides more than half of the income required to maintain her home. This information is crucial in the determination of whether or not she can claim her children as her dependents and deduct their expenses on her income tax return. She further explained that she did not have any employment or unemployment insurance, and that if she were to receive a refund, for it to be directly deposited into her checking account. She provided a
void check with the pertaining routing and checking account numbers needed to enter into her return. In regard to alimony or stock, her expenses weren’t enough to itemize either. She does receive income for disability for her and her son, and her daughter has a W-2 from a job with earned wages. Other than the information provided she has no further tax forms or
documentation that may be needed and has all the paperwork necessary to prepare her income taxes. Quality Review
This completes the income tax preparation process at VITAs as the last step. After the income tax return is completed, the volunteer must ensure they complete a quality review of the return, meaning that the return should prove to be accurate, completed, and only based on the information and documentation provided by the taxpayer on form 13614-C. This evaluation is to be performed to confirm that VITA is complying with all ten Quality Site Requirements. (VITA/TCE QUALITY REVIEW REFRESHER, n.d.) To ensure the taxpayer leaves with as accurate a return as possible, they should remain present throughout the review process in case any further questions may arise.
