Calculation:

The speed of the second runner.

100 12  = 8.33 meter/sec

Find how far he would run 9.69 seconds.

9.69 * 8.33 = 80.72 meters

Therefore 100  80.72 = 19.28 meters behind the first runner when he cross the finish line.
