The median would be grouped about the largest frequency of data. In this case, that looks to be about 35. It does not factor in outliers in the traditional sense that it impacts the value. This is not necessarily the case for the mean, which is an average of all observations. It would factor in the outlines; in this case, the data is right-tailed, and the mean would be biased upward.
