Interpretation:

The refractive index of a liquid when the polarizability volume of the liquid is 2.2×1030m3 at optical frequencies is to be calculated.

When the molecules are polar or extremely polarizable, then the substance has large relative permittivity.  The interaction between the relative permittivity and the molecule’s electrical characteristic is acquired by considering a medium's polarization.  It is expressed by the Debye equation, as shown below.
