To Explain: A scientific theory cannot become law.
Explanation of Solution
Introduction:
A scientific theory is formed when the same results are obtained when experiment is repeated. The natural phenomenon is explained using a scientific theory as it has been tested many times and is accepted by everyone. A scientific law is a short statement to explain the phenomenon.
A scientific theory gives explanation of the natural phenomenon which is based on the information obtained from observation and experiment. Scientific law is a small statement to tell what happens in nature. A theory does not become law but it can explain them.
