Quartile 1 of a data set divides the lower 25% of the data and the upper 75% of the data in a data distribution or it is the median of the first half of the data distribution. Quartile 3 of a data set divides the upper 25% of the data and lower 75% of the data in a data distribution or it is the median of the second half of the data distribution.
Interpretation:
All the 150 parking spaces and 50 with no parking space are assigned unique numbers from 1 to 200 using a random unique number generator. Also, each of the 200 applicants each of them get a unique number from 1 to 200 such that 150 parking spots are fairly distributed among 200 applications as each applicant has equal chance of getting a parking spot.
