It can be explained in terms of Pauli's exclusion principle, Aufbau's principle and Hund's rule. 

Pauli's exclusion principle : No two electrons can have same four quantum numbers. Hence, only two electrons can stay in an orbital 

Aufbau's principle : Electrons will filled up to the orbitals in accordance of their energy. 

Energy of an orbital is given by ;: 

A. (n+l) rule : higher is the value of (n+l) of an orbital, higher is its energy. 

B. n rule : if two orbitals have same (n+l) value then the orbital having higher n value will have higher energy. 

For 5s, 4d and 5p orbitals (n+l) values are : (5+0), (4+2) and (5+1) i.e. 5, 6 and 6 respectively. But due to higher n value of 5p orbital the correct order of energy : 5s < 4d < 5p 

Hund's rule : for same energy orbital electrons will filled half then full.
