Step 1 Credibility of the Spokesperson

The credibility of the spokesperson can be seen from two context. 

First if we see in a general the age doesn't matter but the knowledge, skills and the communication style matters. To be an impressive and effective spokesperson the person has to be dynamic so age doesn't a major role in deciding the skills or personality of a person. A person of age age 19 can be a better spokesperson that the person of age 28. 

Another context could be of experience. As far as experienced is concerned the person who has the age of 28 has more experience that the person who is 19 under normal circumstances.
