No IP-1383 Drug is not a mutagen and not toxic to the cells, if it would have a mutagen then it should cause a reversible mutation in bacteria so that they can grow on histidine deficient medium as well but as you can see in the data, the number of colonies in the medium without histidine is very less now technically it should be no colony but in a sterile water medium without histidine 19 colony are there and in IP-1383 200 colonies that's because of spontaneous reversion mutation in bacteria which occurs at very low frequency
