The Roman empire was divided into two over a period of time, and while the Western part of the empire collapsed, the eastern subpart continued to flourish and came to be called the Byzantium empire. The empire flourished for the next thousand years, eventually being overpowered  by the Ottoman Empire in 1453. Because the empire was derived from the Romans there was bound to be similarities in their structure, and then the long duration when it existed as a separate entity lead to differences in their functioning.
