The Meiji restoration didn't occur as a democratic or liberal movement, contrary to the numerous events that took place in America and Europe throughout the 19th century. The oppressed people demanding equality did not cause the uprising. Rather, the elites pushed for reform in Japan's established political system. Japan didn't develop into a region in the manner of Europe, despite the new administration implementing programs influenced by Western patterns & adopting Western technology.
