Normal resting membrane potential is about - 70 millivolt that occurs due to the operation of Sodium Potassium pump and the presence and operation of several potassium Leak channels. All these are responsible for the negative charges to develop inside in comparison to outside but when there is a stimulus it changes the whole scenario and opens up positively charged sodium ion gated channels to let inside sodium ions. This  causes the reversal of the potential and this stage is called depolarisation which is the first step in action potential.
