Action potentials are produced when a graded potential reaches a threshold point which is caused by depolarisation of cell from its Resting membrane potential (RMP). The RMP for neuron is -65 mv, -90 mv for muscle cell. Few cells have RMP which are fluctuating graded potential and depolarised at a particular threshold point which results in depolarisation of the cell.This is called restless membrane potential eg: SA node (pacemaker of the heart).
