2 In 2019, there was a population of nearly 113,000 people in Jefferson County, New York. The poverty rate was 14%, with the largest population of this group to be female. The largest ethnic groups in this area are Caucasian (80%), African American (6%), Hispanic (5%) and Asian (2%). The poverty rate has risen significantly every year in this area, and the population decreases. In 2017, there were 3,777 delinquency cases in Jefferson County. Based upon the research of my area, there are several recommendations that would support preventative programs for high-risk children in the area. One recommendation that I would give would be to have more family planning programs for people who are living in poverty. As studies show, many people struggle to pay their bills or worry about when their next meal will be, and this is why there should be a program that can give referrals and provide services to these families. This will help alleviate the stress at home, and this in turn will help the environment that children live in. Another recommendation is to have more mental health services for children who need it. I do know that there are very limited mental health practitioners in this area, and the ones that are here are booked out for months, if not a year. This is a safety concern, especially for children. I think these services will help the children and the parents, because sometimes the parents feel helpless when they cannot find the help that their children need. Lastly, I do know that there are many people who struggle to feed their families in this area, as I see many people asking for help on social media sites every day. I know that there are several food pantries and there are a few other organizations that help these people, but for some reason, they either do not have access to them, or they simply do not know about them. I know that many of them have stipulations and sometimes the parents do not comply, and then the
3 children end up hungry because their parents did or didn’t do something that they were supposed to so the family could get help.
