Offenders risk and needs assessment instruments Briana Davis University of Phoenix CPSS/370 Professor Amerault Due: 05/22/2023 “Offenders risk and needs assessment instruments”
Offenders risk and needs assessment instruments Stable-2007 used by Probation officers Stable-2007 is a specialized tool made to track risk status overtime by assessing changeable risk factors. Stable-2007 stands for a measure of risk relevant propensities for adult males convicted of a sexual offense, (Brankley et al., 2021). Stable-2007 is used in isolation corresponding to a three level of risk, a zero to three being low, four to eleven being moderate and anything over twelve being high. The way I would use Stable-2007 is through a structured interview with my client. Also, I would gather use specialized tools and a tally sheet to track changes in a clients risk status overtime. My main purpose of using this tool would be to collaborative it with the static- 99r for better understandable and higher use of them both. Stable dynamic risk factors are personal skill deficits, predilections, and learned behaviors that correlate with sexual recidivism but that can be changed through a process of effortful intervention. They’re thirteen stable risk factors in stable-2007 that shows correlation to recidivism, capacity for relationship stability, emotional identification with children, significant social influences, hostility toward women, impulsivity, poor problem solving skills, general social rejection, negative emotion, sex drive and preoccupations, deviant sexual preferences, and cooperation with supervision (Administrator, 2015). This instrument is used to inform risk management on how much risk they are managing. Also, it gives them better ideas and help make better decisions for the client improving the likelihood of recidivism. Static-99r used by Probation officers When a person has committed a sex crime and you have a identifying victim static-99r is applied. Static- 99r is one of the most accurate and efficient assessment tools used. It is a actuarial risk prediction that is used for estimating the probability of sexual and violent reconvictions. So technically static-99r is the
Offenders risk and needs assessment instruments unchangeable risk factors that causes sexual re-offending. This is Specifically for an adult male that has already been charged with a sexual offense towards someone against their will or with a minor. I personally believe that this is the better instrument because it is unchangeable risk factors as well as evidence based, that after evaluating the client you will then realize is a huge danger and risk to others. Also, Static-99r is more useful alone than Stable-2007 is. However both combined is of higher use and excellent for total scoring, (Publishers, n.d.-b). What determines the risk is the clients prior convictions, release dates and their personal characteristics as well as the victims characteristics. I want to talk about how the static-99r instrument is used and the steps in a probation program. Probation officers use static- 99r to evaluate the client and to determine wether they are a danger to society. The best way to use them is in a coding form, to determine a clients risk factors of reoffending. So the form has a good amount of questions that are to be asked my the probation officer. After you ask the question and fill out the coding form, you will then tally up the score and label the clients score in risk categories like low, moderate low, moderate high, and high. The reason I would use this method is because for each score and risk category there is prediction of sexual recidivism. For example If the score is -3: On the Static-99R which predicts sexual recidivism this offender scored in the low risk range. Offenders with this same score from the routine samples have been found to sexually recidivate at 0.7% to 2.0% after 5 years. Or another example If score is 4: On the Static-99R which predicts sexual recidivism this offender scored in the moderate-high risk range. Offenders with this same score from the routine samples have been found to sexually recidivate at 6.1% to 12.2% after 5 years. Although I think that Static-99r is a better use alone that stable-2007, I agree with statics that both instruments together is the best improvement of all. Both tools in collaboration shows more accurate data and information.
