Explain how the authors define “bilingual community” and tell why they believe a broader term should be used rather than the more traditional definition.
The authors define bilingual community as parents, guardians, and extended families of minority children attending a specific school. The concept has been extended to encompass bilingual educators, university researchers, neighbor/community organizations, and business that relate to a local school. This cooperation that many different community resources, including professional educators and lay persons, believe that these are the best programs for the development of language minority students.

List the Havighurst’s (1978) four overlapping stages of pluralism. Explain what these represent. The four overlapping stages of pluralism include defensive pluralism, the melting pot phase, the laissez-faire pluralism, and the constructive pluralism. Defensive pluralism represents immigrants who formed ethnic enclaves. The melting pot phase represents assimilation that was believed to occur through schools, work, and public life. The laissez-faire pluralism represents the time that the government did not get involved in issues that dealt with ethnic rights or equality. Constructive pluralism represents bilingual education, multicultural education, and ethnic studies in public schools. 3.
Describe the following: a.
Community Programs in McAllen, Texas The district serves a population of 87% Hispanic with many migrant families. It consists of the McAllen Parent Involvement Program which the staff with bilingual parent coordinators and para-professionals are apart of. There are several projects it includes, such as the adopt-a-school program, parent education programs, drop-out prevention, and more. The parents sign a contract that agrees to talk to their children, instill discipline, ensure that the children complete their homework, talk about what they have learned, provide at least three hours of no television per week, and devotes this time to educational activities instead.
b.
Community Programs in Arlington, Virginia They serve various language minority groups and consists of a district plan that includes a wide variety of stuff. This includes multilingual intake centers, multilingual family learning materials, the annual multicultural conference, and more.
There are roles that community member can assume, as well as a curricular resource person.

It is important to develop a community portrait of the area served by the local school because
it is important to be able to understand who you are serving, as well as know what is expected of you to give others and how to serve better. 5.
Explain the term “funds of knowledge” and tell how to incorporate a funds of knowledge perspective into the curriculum.
The term “funds of knowledge” refers to the historically accumulated and culturally developed bodies of knowledge and skills that are essential for household or individual functioning and well-being. It creates a richer and more highly scaffolded learning experience for all students.

What is Diglossia?
A diglossia refers to a relatively stable arrangement of two different languages existing together in the same society. It is often a grammatically more complex variety that serves as the vehicle of a respected body of written literature. It is used to describe a situation in which
two different languages, or language varieties, are used within the same community. However, even though they are in the same community, they are within separate circumstances of contexts.

Cultural capital is the accumulation of knowledge, behaviors, and skills that someone can use
to demonstrate one’s culture competence and their social status in society.

Describe California’s Proposition 187 that passed in 1994.
California’s Proposition 187 that passed in 1994, called the Save our State Initiative
, is focused on preventing undocumented immigrants from receiving benefits or public services in the state. It was ruled unconstitutional in federal court and required all school personnel to report students who were reasonable suspected to be undocumented.
10. Provide information for the following court cases:

Lau v. Nichols (1975) – A significant decision made by the Supreme Court for the
education system in America. In this court case, the Supreme Court ruled that students that require additional English instruction to succeed, both in school and in life, have the right to the resources and services that will help them. b.
Plyler v. Doe (1981) – The Supreme Court held that states could not charge tuition to students who are undocumented or prevent them from enrolling in public schools.
c.
Castaneda v. Pickard, (1981) – This court case was initiated by Roy Castaneda who claimed that his daughters’ rights had been violated and ended up suing the school district for racial discrimination against Mexican-Americans.
