Health insurance in the United States is a highly politicized issue. In recent years, many strides have
been made to extend health insurance coverage to all Americans with the passage of the Patient
Protection and Affordable Care Act (PPACA). While the program has been vigorously debated in the
public realm, arguments are often centered around political ideology rather than economic theory.
This paper seeks to challenge the entire structure of the current health insurance model, since its
inception in the 1950s. Through the overuse of a third–party payer model, a magnitude of problems
have emerged that severely diminish the efficiency of health care allocation in the United States.
This paper proposes a model that seeks to correct issues of cost, access, and market efficiency by
adapting the Medicare Part D payment scheme for an all encompassing insurance model.
Background
In 1954, Congress passed legislation allowing employers to provide health insurance benefits to
employees on a tax–free basis (Sih and Singh 99). This legal provision marked the beginning of the
rapidly expanding health care costs still apparent today due to the major incentives provided by the
government to obtain employer–based health coverage. The overwhelming popularity of employer–
based health insurance has led to a serious market inefficiency resulting from the system of third–

lead me to vote different from the other examples. I'm siding more with having to buy health
insurance with the majority of people whom as well agree. Switching over to the National Guard to
mainly complete schooling, I had needed to pick up Tricare–Select being that if an injury occurs
while I am drilling with the guard the military will take care of it. They could either take care of it
on a military base or have me go to a civilian provider that accepts Tricare. With the military being
my first job I didn't experience or learn that once I got out due to the nature of my injury I was
looking at a total of $21,000+ for surgery. Having insurance did help lower it down to over $3,000
in which I had to pay to get the surgery. The upside of at the time having a full time job, yet making
like over 20k a year isn't much to write home, I was able to by an insurance plan my university to be
covered for that semester upcoming while still living comfortably money wise. Which lead me to

they are not insured. Previous cost rates were $695.00 per person up to $2000.00 depending on how
much income the person has (healthcare.gov). Most individuals who are a part of the working class
has a hard time getting health insurance due to the lack of money. Pursuit of happiness is a big factor
that is effected by the issue. People go to work and work hard just for the government to figure out
another way to take more money from the working class. Most working people don't have the option
to decline health insurance. Why should hard working people have to pay for coverage while others
living off government assistance get the benefit of having insurance for free and don't have to worry
about the tax penalty. The thought of minimum wage going up seems like it would be a wonderful
idea but would it? Minimum wage increase would possibly cost a decline in employment. An
increase in minimum wage could cause businesses to lower the amount of employees they have.

insurance has social consequences, as well. Some diseases are highly contagious and can be spread
easily to family members, friends, colleagues, co–workers and others, one may come in contact

quickly and cost–effectively. People without health insurance have limited, reduced access to
services of preventive care, like cancer screening.

The health insurance industry in United Arab Emirates (UAE) has change dramatically in the past
few years. The authorities moved to a mandatory health insurance coverage and a new initiative has
increased the coverage and care people can expect from their insurance packages.
The Dubai Health Authority (DHA) announced at the start of December that it's planning to launch a
new initiative called Basmah. The initiative would mean that basic benefit plan of the mandatory
health insurance scheme would cover screening and treatment of three major cancers. Anyone with
the Essential Basic Package (EBP) would be entitled to the spectrum of care.

three cancers that are part of the initiative are considered curable cancers these days. These cancers
aren't an automatic death sentence in the modern world – however, early detection is the key.
Therefore, the initiative with its strict screening guidelines can help in ensuring early detection takes
place and survival rates in the region continue to climb up.
The basic health insurance package will provide cover for the following cancers:
Breast cancer
Breast cancer is a problem in the region with studies showing women get it 10 years earlier in Dubai
than it other parts of the world. The treatment often involves a procedure called mastectomy, which
removes the breast tissue and any cancerous tissue to stop spreading. Breast cancer is a major cancer
amongst women, although its survival rates have drastically improved in recent years.
Cervical cancer
Cervical cancer is the second major cancer in UAE and it is the seventh cause of death in the region.

was having trouble breathing, but I did not have any health insurance at that time. I went to a doctor
from India, so he could speak my native language, Urdu. He diagnosed that I had an asthma attack.
He gave me some medicine and told me "If you think you are going to die then die, but don't go
hospital without insurance." Expensive medical treatments, general health check–ups and
prescription become more accessible with health insurance plans. A strong physical condition is very
important to be successful in life for everyone, but there are some problems with health coverage:
