2 2-2 Short Paper: Scenario Analysis Ethical Dilemma Since I have been recently elected as union president that we may be in danger of dealing with potential layoffs. These layoffs are due, in large part to budget cuts. A majority of members in the union are calling for a work slowdown should layoffs begin. This means that we will be asking that all members only complete the MINIMUM standards of their current position. By doing this they are technically still doing their jobs and therefore cannot be subject to termination or other disciplines for work refusal. The ethical dilemma that I am currently facing is having a duty to members of our union to ensure that they are taken care of, however, I also have a duty to my employer to do my job to the best of my ability. This issue becomes even more complicated when you consider the facility that employs us is a correctional facility. This escalates the risk that comes with a work slowdown. While during a work slowdown, we would technically be doing our jobs, we would not be doing them to the best of our ability. This combined with less staff due to layoffs and we could be looking at potential implications to the safety of the inmates as well as employees. Solution According to Ruggiero, ethical dilemmas should be evaluated using three basic criteria (Pollock, 2021). These principles are simple. The first principle involves examining one’s obligations and duties (Pollock, 2021). The second principle is to examine moral ideas (Pollock, 2021). The third and final principle is to evaluate the act (Pollock, 2021). We must keep these principles in mind while also considering the plight of the business in question. Budget issues
3 can wreak on any organization or business. But such extreme measures like layoffs should only be done when all other alternatives have been exhausted. If enough cuts cannot be made in other areas, and layoffs are still looming, I was able to find a case where public sector furloughs were used rather than layoffs. Furloughs are often used as a temporary tool by which organizations try to save costs and at the same time minimize layoffs (Lee & Sanders, 2013). In Connecticut, Massachusetts, and New Jersey workers in the unions agreed that each person would take 7 furlough days over the course of 2 years (Shannon, 2010). By doing this, the companies were able to save enough money to avoid layoffs. As union president, I can say that while this option is not the outcome we had hoped for, but it is far from a worst-case scenario. It allows us to avoid layoffs which have the potential to be devastating to those laid off. It also allows us to avoid risky situations from understaffing and work slowdowns. Impact of Solution As I mentioned before, furloughs are not a perfect solution. Employees and union members having to take unpaid days off of work is not ideal, however, the impact of this is far less than the impact of layoffs. While no one really wants to take unpaid days off from work, at least with the furlough plan in place, employees will have the flexibility to choose when they may take their days over the suggested time frame. This in turn will allow the employees to stay in control of their finances by planning for their furlough days. While not a perfect solution, it is infinitely better than the alternative of widespread layoffs, which can and will put many employees in a severe financial crisis. It helps to solve the budget issue and ensures a safe working environment for all employees as well as the safety of the inmates.
