Sign on the system as your Firstname.Lastname account.
Step 1:
Save this document in the Public Documents Folder.
In command prompt, access the Registry Editor.
Print the screen displaying the hives.
Step 2:
Access Current Users.
Change the double click speed on the mouse to 900.
Print the screen displaying the change.
Step 3:
Exit out of the registry and access the Ease of Access Center in Control Panel.
View Mouse settings.
Print the screen displaying the Double-click speed.

Switch users to the Standardxx account.
Access the Registry Editor.
Access the current users.
Access the mouse settings.

Step 5:
Research how to find a user SID.
In command prompt, execute the command to access all user SID.

Exit Mouse Keys in the Registry Editor and access them again. View the value settings. Why could the xxAdmin user change the mouse pointer trail, change the Mouse Key settings, but not access the Standardxx user?
