Courier Contractor WHS Requirements

Work Health Safety (WHS) is an Australia Post value
As part of the Australia Post Group, StarTrack Courier has as our highest priority the health and safety of our
people,
and we are committed to our shared value of ‘Being Safe Everywhere’. We are looking to partner with
other businesses that share this commitment to safety and our goal of zero injuries for our workers. WHS is a
shared responsibility.
As a business owner you have a responsibility under the law and the Courier Contract
Agreement to:
•
ensure the safety of yourself, any workers working within your business and any other person who
may be affected by how you run your business.; and
•
consult, cooperate and coordinate your WHS activities with StarTrack Courier.
To assist you understand and meet your obligations we will provide you with guidance on the WHS
requirements for the Services. However, you will be required to consider that guidance and then implement
appropriate WHS systems and processes within your business. Further WHS guidance and information is
available from the State and Territory WHS regulators listed below.

Your WHS requirements
StarTrack Courier has developed WHS requirements as a way of monitoring whether you are meeting your
WHS obligations at law and under the Contract Agreement. You will be expected to meet these WHS
requirements for the duration of your contract with StarTrack Courier.
Key things for you to consider are:
•
Induction
–
how you will induct workers to Australia Post Group sites, any site that StarTrack Courier
operates a fleet, and your WHS Plan before they start
•
Work environment hazards & risks
–
how you will identify things that are most likely to injure the public,
you or your workers while at work, reduce the exposure to injury, and ensure your workers have a way
of reporting hazards.
•
Incident Notification, Reporting & Investigation
–
your system for notifying StarTrack Courier and WHS
regulators (as required) about WHS incidents (including near misses) that occur while you are
performing the Services.
•
Information, Training, Instruction & Supervision
–
how you will supervise your workers to ensure they
are working safely and get the information and training they need.
•
Licensing & Qualifications
–
your system for making sure your workers have all the qualifications,
certificates and licenses required by law and StarTrack Courier.
•
Consultation
–
your process for consulting with your workers and StarTrack Courier regarding safety
issues and how they can be resolved.
•
Vehicles, Plant & Equipment
–
how you will maintain and regularly inspect vehicles, plant & equipment
owned / operated by you.
•
Safety Monitoring
–
how you will monitor your own WHS performance so that you can ensure your
WHS plan remains appropriate and effective.
•
Chain of Responsibility
–
CoR (vehicles more than 4.5t GVM only)
–
your systems to enable compliance
with all CoR requirements, including vehicle loading and speed limits.
•
Fatigue Management (vehicles more than 12t GVM only)
–
your Fatigue Management Plan showing
how you will manage fatigue-related risks.

You must create, submit, follow and maintain a WHS Plan
Your WHS Plan must show StarTrack Courier that you have the knowledge, ability, systems and resources to
meet your WHS requirements, including keeping records of your WHS activities.
This WHS plan needs to be
submitted to StarTrack Courier and you must ensure that your workers understand and follow the WHS Plan

when performing the Services.

Your WHS Plan is just the beginning
Creating a safe workplace is much more than just having a written WHS Plan and requires continuous
improvement. If you identify a new risk then you need to assess that risk and put in place actions to eliminate
or minimise it.
You have an ongoing obligation to reduce the risk of harm to you, other workers, and the public as much as
is reasonably practicable. This should be done through regular WHS activities. For example, ensuring vehicles
are regularly checked and maintained in a roadworthy condition to reduce the risk of mechanical faults, and
making sure that every driver has received training and understands how to manage safety issues they may
face.
The two most important questions you should ask yourself regularly are:

What are the things most likely to expose me, my workers, or the public to harm?
•
What can I do to reduce the exposure to harm?
StarTrack Courier is committed to ensuring the health, safety and wellbeing of our workers. As a valued
business partner, we want to work with you to achieve our vision of zero injuries. We may conduct WHS audits
or request that you attend an annual Contractor Safety Review to discuss your WHS performance.
However,
if you do not meet your WHS responsibilities or fail to take the health, safety and welfare of yourself and your
workers seriously, StarTrack Courier will suspend your contract until we are satisfied that you are meeting
your responsibilities.
Each of the State and Territory WHS Regulators produces guidance on how businesses can comply with their
WHS obligations. If you are unsure of your WHS obligations it is your responsibility to seek further information
from your WHS regulator and / or seek independent legal advice on your particular circumstances.
