After navigating the BNIA links, explain how you might use this tool and the Black Butterfly findings to organize or build community capacity in neighborhoods throughout Baltimore (500 words or less). Include references from reading materials and other sources where possible. Also, discuss what you consider the strengths and limitations of such a tool.
Many scholars and journalists have described the White L and Black Butterfly as separate Baltimore’s: one of hyper-investment and capital accumulation and the other of hyper-
disinvestment and decay.
The health and economic outcomes in the Black Butterfly, in the heart and breath of Baltimore, are the legacy of discriminatory policies implemented by city leaders at the behest of White communities throughout the 20th century.
The Black Butterfly helped make Baltimore a stronger and more unified city. The material in the Black Butterfly is designed for community organizing and study and should not be used for commercial reasons or to hurt individuals. The Black Butterfly may be an exceptionally potent instrument for organizing and creating community capacity in Baltimore. By connecting citizens with resources and support, engaging them in community-building activities, and increasing communication and collaboration among neighbors, the Black Butterfly may help make Baltimore a stronger and more unified city. When utilizing the Black Butterfly and BNIA, it is crucial to be mindful of the privacy and confidentiality of the persons who have submitted their personal information (Alliance, 2020)

Most community members believe that access to land is a human right, and their current access state violates rights. After Black Butterfly, they conducted listening sessions, conversations, and focus groups, and they came out and demanded land reparations in the City of Baltimore. Black Butterfly magnifies the role of government in protecting residents from land speculators and predatory forms of development. City-wide investments in land reparations, tools, materials, and resources for agroecology could drastically improve quality of life. Instead of working against grassroots interests, it highlights how the city could utilize its power to protect Black communities and people from predatory developers and land speculators and ensure long-term community ownership of land and means of production. It gives insight into Indigenous treaty rights, land restoration, sovereignty, self-determination, decolonization, and liberation. Black Butterfly demands the potential to connect every social justice, struggle-free housing, free health care, free education, access to land and healthy foods, and green jobs to climate change. It emphasizes a bottom-up solution where federal funds support already-existing visions of freedom dreams, agroecology, land reparations, investments in education, and solidarity economics (Fischer, 2021)

The recommendations are that Baltimore City needs banks to report mortgage and small business
investments in majority-Black neighborhoods. Based on the report’s findings, the Baltimore City
government should consider moving its funds to the bank that performs best. Baltimore-area hospitals should cease suing low-income patients, particularly those in majority-Black neighborhoods, for medical debt. Instead, hospitals should be required to offer an income-based
repayment plan for former patients before a debt goes to collections. Community-based organizations should gather to press banks for greater investment in Baltimore (White, 2021)

Strengths:
The Black Butterfly is a vital tool that may assist in organizing and building community capacity
in Baltimore. The Black Butterfly results can assist in highlighting areas of need and concern in specific communities, and the tool can link residents with services and support. The Black Butterfly may also involve people in community-building activities and foster communication and collaboration among neighbors.
Limitations:
The Black Butterfly is an immensely valuable tool, but it is not a silver bullet but just one piece of the jigsaw. There is no single instrument or solution that can miraculously address all of the problems in Baltimore. The Black Butterfly is a tool for community organization, not for individual action. It is most successful when employed by groups of individuals working together towards a shared objective. The Black Butterfly is most successful when used with other
facts and information. The findings from the Black Butterfly may be used to supplement and enhance other data, such as census data, to create a fuller picture of a community.
