8-1 Discussion: Complexity and Contingency I would have to agree with the following thesis statement: “The Alaska Native Claims Settlement Act (ANSCA) and the Native corporation system have been good for Alaska Natives.” Revision: The Alaska Native Claims Settlement Act (ANSCA) was away for the Federal Government to achieve their goal of confiscating land from the Alaskan Natives, without the negative fallout that was seen by the treatment of the Native Americans. I agree with this statement because at the time, I feel it was the best opportunity for the Alaskan Natives. The Alaskan Natives were given 44 million acres of land and a cash payment of $962.5 million dollars. The land they were granted was already current land they were historically using. Like most things in history, we do not know what would have happened if things were done differently. We can say, the history of settlers and natives has not been a very beneficial one for the natives. With that said, if the Alaskan Natives refused the Settlement Act, could this have led to the same treatment as the Native Americans in the lower 48 states. We know from history, when value has been placed on land that is economically beneficial to the greater population, the Federal Government can and most likely will, come in and take it. The benefits of ANCSA were the economic value that came with the land and payout to the Alaskan Natives. The Alaskan Natives prospered from ANCSA by helping grow their communities. Without ANCSA, it would have been difficult for the Alaskan Natives to build their economy and flourish as they did in the early developments of the Settlement Act. The issues that rose from the Settlement Act was the treatment or lack of placement for the elders in the communities. The Alaskan Natives started to feel they were losing touch with their heritage. As time passed, you can start to see some of the similarities with the Alaskan Natives and the
8-1 Discussion: Complexity and Contingency Native Americans in the lower 48 states. In both cultures, they started to feel outcasted, pushed to the side, and no longer was tied to the land as they once were. The passage of ANCSA was contingent on three historical events: 1.
Discovery of precious metals and oil in Alaska 2.
Formation of Alaska Federation of Natives which assisted with providing fair and comprehensive settlement to the land claims issue. 3.
The U.S. Courts and State Government were more sympathetic with the Alaskan Native’s claims and needs.
