Introduction
I have recently been notified that community members from an online chat room have
grown concerned by a group of individuals who joined the chat to recruit people to assist with an
attack. These individuals have been identified as members of Aryan Nations, a neo-Nazi group.
These individuals are planning to place an explosive device at the airport. The community
members in the online chat group have reported this information to authorities.
Type of Terrorist Organization
After reviewing the information that has been given to me regarding the possible
placement of an explosive device Aryan Nations, I have determined that this is a domestic
terrorism case. A domestic terrorist commits terroristic acts against citizens in their own country.
Identifying this situation as domestic terrorism is significant because it allows us to look further
into current domestic terrorist tactics and increases our ability to prevent the attack from
occurring. What we do know is that domestic terrorism is usually motivated by economics,
politics, and culture. It is important to analyze and monitor both current and previous events
around the country that may trigger an attack. We are able to determine what specific type of
terrorist this is due to the organizations past and their beliefs.
Strategies Used to Identify Domestic Threats and Risks
There are Fusion Centers located all around the country, operated by their local
governments. Fusion centers are teams of individuals that work with state, federal, and local
agencies to gather and analyze information regarding domestic terrorism. Information sharing is
one of the most crucial strategies when identifying domestic threats and risks. Fusion centers, the
US government, Department of Homeland Security, and Federal Bureau of Investigations all
work hand in hand to gather and analyze information in order to share new findings regarding
domestic threats and dangers amongst each other. For example, if one fusion center is trying to
locate an individual that is a threat to the country, every fusion center, state, local, and federal
agency will communicate to each other to find the individual.
Strategies Used to Identify International Threats and Risks
Fusion Centers around the United States work closely with many international partners in
order to share and gather information. Two of the most important partners that fusion centers

regularly communicate with include the International Criminal Police Organization and the
International Association of Law Enforcement Intelligence Analysis. Organizations such as these
two allow us to retain important information regarding potential threats or attacks. These
organizations are typically the first to inform us of potential attacks or threats. Thanks to these
organizations, we are able to prevent catastrophe far ahead of time. DHS and the FBI will gather
this information from the fusion centers and use it for analyzing terrorist tactics.
Information Sharing Within DHS
The most important and effective way of sharing time-sensitive data between DHS and
fusion centers regarding threats and disaster is by having a clear way of communicating with
each other. Time-sensitive information must be gathered and instantly sent to any agencies that
need the information in order to prevent a disaster. This goes for both DHS and law enforcement.
It is crucial that fusion centers know exactly who needs what information.
Preventative Nature of Counterterrorism
The military has two major responsibilities when it comes to counterterrorism efforts.
“…the United States armed forces are designed to defend the nation against foreign threats to
national security” (Understanding Homeland Security, 2019). States use National Guard units
that must respond to federal deployment and assist state emergency services during domestic
emergencies when needed.
Fusion centers work with the Intelligence Community regarding information sharing
amongst law enforcement and private sectors. The IC predicts, prevents, and analyzes terroristic
acts. When information is gathered by IC, expert intelligence analysts will evaluate it in order to
prevent future attacks.

Conclusion
Fusion centers all around the United States are crucial for collecting information and
sharing it with the appropriate responders. Local, state, and federal agencies all benefit from
fusion centers. Communication is key for fusion centers as it allows the proper authorities to
respond as quickly as possible in order to prevent threats from turning to actions.
