Calhoun wanted all of the states to preserve the life of what they already had. He didn't want to make them all the same as each other or else they wouldn't have identities. Each state had various sorts of majorities, but they still needed that in order for something to be changed when voted on. Calhoun was able to make the state's voting more stable by requiring a larger number of votes. He also encouraged the exchange of ideas, so that something isn't just done one way, but it could in fact be done a different way. He also built consensus. If something wasn't being fixed at the national level he brought it to the state level. That way each state could have their on laws on a particular
