Investigating Rural Area's Response to Pandemic in Oregon County Abstract This paper investigates Oregon rural area responses to the COVID-19 pandemic's outbreak in May 2020. More specifically, this case study centers around an Oregon town located 80 miles southwest of Salem that experienced numerous challenges faced by healthcare providers, hospitals and local people during that period - such as testing availability, cultural awareness issues, personal protective equipment (PPE) shortages as well as staffing concerns due to pandemic effects on vulnerable population segments - thus showing our healthcare organizations' incredible perseverance and flexibility when confronted by such unprecedented challenges. Introduction The COVID-19 pandemic caused by novel coronavirus presented rural communities across the US with unique challenges. This case study details one such town in Oregon impacted by Oregon Health Services response during this pandemic; including testing availability, PPE shortages, cultural considerations staffing arrangements and its changing situation within its county. Testing Availability and Challenges of Server Virtualization.
Oregon Health Services was quick to respond when rural communities became affected by a pandemic in April 2020, expanding COVID-19 testing for all patients presenting symptoms and offering free drive-through testing at outlying facilities; using telehealth for clinician orders while offering tests free-of-charge to patients. Although efforts were undertaken by Oregon Health Services to secure testing equipment and supplies - which are common challenges faced by rural hospitals - they nonetheless encountered difficulty meeting this goal. Oregon Health Services faced difficulty procuring necessary supplies such as nasopharyngeal swabs, M4 viral transport media and test kits from contracted labs; this hindered their efforts in conducting testing efficiently compared with urban centers and further straining resources. Long turnaround times for COVID-19 results from contracted laboratories further stretched their resources. Considerations and Spread of Culture among Communities One striking aspect of the pandemic's effects in this rural area was the high proportion of Hispanic individuals testing positive for COVID-19. Many resided in congregate housing without personal transportation, contributing to its rapid spread within their close-knit community. Furthermore, indigenous Guatemalan migrants brought unique traditions and dialects with them that created challenges in providing culturally sensitive care to healthcare providers. Oregon Health Services CEO recognizes the need for cultural awareness and saw it as an opportunity to address existing disparities. While COVID-19 had compounded these difficulties, he saw it as an opportunity to quickly implement solutions tailored specifically for Hispanic population needs and other diverse communities within Oregon's boundaries. Staffing during a COVID-19 surge presented its own set of difficulties. Oregon Health Services found itself without an available Chief Nursing Officer (CNO) position at Valley River Hospital during this particular surge. To address staff shortages and fatigue among nurses, Oregon Community Hospital's CNO served as interim CNO at both hospitals - giving him greater insight into staffing patterns while sharing staff between both hospitals, meeting demand while giving overworked healthcare providers some relief. Current Status and Future Outlook. As of August 31st, Lane County had conducted 15,000 tests, reporting 841 positive cases - Oregon Health Services estimated they performed over 9,000 of them! As well, 30 hospitalizations and 15 deaths due to COVID-19 had already taken place within its borders - reminding residents of all rural locations about its challenges. Conclusion It’s This case study of one rural Oregon town's response to the COVID-19 pandemic provides valuable insight into the unique challenges posed to rural healthcare systems and communities by its response. It emphasizes the significance of procuring testing supplies, addressing cultural disparities, and altering staffing strategies during healthcare crises; furthermore, it illustrates resilience and adaptability within healthcare professionals and organizations as they attempt to meet community needs with limited resources despite unprecedented obstacles. As the pandemic spreads further forward, rural communities must draw lessons from experiences such as their responses so as to protect resident's health and wellbeing.
