An Annotated Bibliography for “Living Homeless In Pineville Louisiana” Ragen Allen Business Management/ DeVry University ENGL135 Advanced Composition Carol Deitrich September 21, 2023
An Annotated Bibliography for “Living Homeless In Pineville Louisiana” Has homelessness caused problems in your city? Do people just overlook those who are in need the most? How are families affected by homelessness and what places can help without displacing children from their parents? Hopefully your city has more to offer than mine, because in Pineville, Louisiana the homeless are left to fend for themselves. I am calling all Pineville Louisiana residents to band together and help the homeless, it will better our community, our safety, and help clean up our city. Dept. of Housing and Urban Development, U. S. (2014, October). Children and Youth and HUD’S Homeless Definition . HUD’S Homeless Definition as it Relates to Children and Youth. https://files.hudexchange.info/resources/documents/HUDs-Homeless-Definition-as- it-Relates-to-Children-and-Youth.pdf According to HUD’s definition of children and youth being homeless, there are four types of criteria that must be met, recorded and documented so that they can help them with emergency housing. This criterion is strict and very narrow. This website states all the information for someone who is under the age of 18 that doesn’t have a structured and reliable place to sleep at night. In this website there are different links with most of the information that someone could benefit from if they were experiencing homelessness. This page is a credible source, because it is a form of the government. It is a government agency’s website that is widely known and used by many individuals, not just the homeless. There are many different website links that are associated with the website which offer a lot of information about ways to help the homeless be able to get into emergency housing. This website states that it is their responsibility to take someone’s personal safety as a top priority,
and then follow suit with all other claims. In my opinion the definition of being homeless and for the youth and children’s definition of being homeless, doesn’t really cover the truth as a whole when it comes to homeless individuals or families. They claim that trading sex for housing, being trafficked, left home due to abuse or financial threats, and those who are staying with friends but cannot stay at the residence for over 14 days is considered homeless. The website does not account for families that are displaced due to natural disasters, or because of living in poverty. This to me is one important aspect of homelessness that is being overlooked. Hikind, L. (2023, February 2). 10 grants to fund homelessness programs this season . GrantNews. https://www.grantwatch.com/grantnews/10-grants-to-fund-homelessness- programs-this-season/ This website is full of information on the top grants that can be given to organizations that are committed to helping the homeless. The information can be used across a wide spectrum of helping the homeless. It also makes note of the fact that homelessness is an epidemic that is only getting worse. This website has a ton of information on how to get the funds to help not only churches, but non-profit organizations as well. It is full of information that can lead individuals, including the homeless, to some type of government assistance to get the help that is needed the most. I find that this website is credible. It is backed by the U.S. Census and Alliance to End Homelessness statistics. These statistics seem to be the most accurate update to the information that was published in 2022 on government websites. I will be using this information to further my knowledge on ideas to plan for the ways that I feel my city can come together and help battle homelessness. Which will range from small changes such as boarding opportunities for the

homeless, to the ways to help the homeless with certain funding opportunities as well to help get them back on their feet. Homelessness, N. A. T. E. (2023, May 23). State of Homelessness: 2023 edition . National Alliance to End Homelessness. https://endhomelessness.org/homelessness-in-america/homelessness-statistics/state-of- homelessness/ According to this page, there are currently 582,462 people who are currently experiencing homelessness. This page is full of statistics on not just Louisiana's homeless population, but the nations as well. There are many different links to view information on ways to help the homeless and learn to understand the causes of homelessness. It gives definitions that are relevant to understanding homeless families and single families as well. In this website it breaks down the groups that are currently homeless which are unaccompanied youth, veterans, and chronically homeless individuals. According to the National Alliance to End Homelessness, the best way to help the homeless, is to first understand the homeless. There are many different types of statistics that are listed on this website that hold key types of information as to what most likely caused their homelessness. The ways that this website breaks down the information is valuable as well when it comes to understanding the needs of the homeless. I found that this website was backed by the 2022 and 2023 national census. It is also backed by the U.S. Government and is approved to help the homeless with issuing grants to fund different programs through U.S. Government. I think that this page has substantial amounts of credible knowledge I can use to finish my paper.
House, T. H. (n.d.). Hope House of Central Louisiana . Mission Vision & History | Hope House of Central Louisiana. https://cenlahopehouse.org/mission-vision-history The Hope House of Central Louisiana offers this website with adequate information about helping the homeless. It does support single parents with children and offers many different programs that are supposed to help a person want to change their situations. According to Hope House they offer after school tutoring and childcare services for families with children in the program. There are many rules that must be taken into consideration by the participants of the programs, and they must be willing to abide by their terms. According to The Hope House, they can remove a person or family at the time which they see fit, especially without the cooperation of the participant. This program is to empower, and build up individual families or families with children, to be able to one day in the future achieve successful lives on their own, and to have the confidence to do so. This information packed website will be one source of information that I am going to use to try to plan for accommodation and resources for the homeless in my city. I will be able to gather idea’s for helping solve the problem of homelessness in Pineville as well as in Alexandria Louisiana. Hopefully, as I gather more information more ideas can be formed by using the up-to- date information on this website. This website is current, valid, and is backed by non-profit organizations that are funded through the government with grants that allow them to provide the services to the homeless that most of us cannot afford to do as out of the pocket expenses add up. 6 This article states that there was a meeting that took place in 2022, that addressed many issues of homelessness in Alexandria, La. There were many things that people addressed that were hindering the homeless in our area from becoming financially stable on their own, such as giving money to panhandlers. There are several different homeless shelters that were being constructed and should be finished by mid-year of 2023. The Hope House of Alexandria, located on Jackson Street, stated that they were wanting to furnish affordable housing in efforts to help families transition into self-sufficient families that can eventually support themselves. The new community being established will be called the Hope Community. The main issue that was addressed was the lack of shelters for women and children who are experiencing homelessness. Many ideas were presented within this meeting and many new ideas were brought to the public and to the local officials that were not thought of before. A lot of people are trying to help combat the homeless situation and say that everyone needs to look at the bigger picture. Although there are many homeless individuals and families within our city, there are a lot of changes happening. There is change being seen with witnessing people who used to sell drugs in our community getting off the streets and becoming financially stable with employment that is legal. So, change is happening, and now all our city has left to do is support and embrace the homeless to let them understand that change is possible, and it is coming soon. This article was taken from the March 2022 city council meeting, but it involved several different homeless coalitions and just many people in our community from preachers, and advocates for the homeless, that came together to address some areas of shortage within the community of Alexandria. They had great ideas of how to help accommodate the number of homeless individuals and families within the Rapides District Area. The Hope House has started construction of what they are going to call the Hope Community affordable housing efforts.

Which will be able to help families with stability and encourage further growth and development of self-sufficiency. The Hope Community will be lifelong housing that will be given as aid to help families that are in need be able to have their own place to call home. The salvation army has added 14 new rooms into their service building, in which 4 of them will be for homeless veterans. They are currently seeking out new ways to help more families with children, because the amount of homeless children have been on the rise since 2021.
