Derek Seawell Professor ENG 102 24 August 2023 Do We Need Laws and Regulations on AI? The rapid growth of Artificial Intelligence technology in recent years has brought the world many incredible new opportunities as well as complex challenges. As this exciting new technology continues to improve and reveal its potential for incredible innovation as well as progress, this brings up an entirely new question. Should we as a society create new laws or regulations surrounding this technology? This has become a topic of increasing controversy. I find this to be a fascinating new complication because of the rapid increase in the use of this technology. Also, artificial intelligence is capable of things that seemed impossible not long ago, making this seem like a challenge that the world was not quite prepared for. As a society, we need to educate ourselves on the dangers and benefits of this technology. We can research it online or use the AI tech that is available to us to learn more about it. Some people believe that AI should be completely unregulated and available for all. One of the many reasons people feel this way is because they believe that limiting or containing this technology could slow down the progress of it. According to Forbes article "Artificial Intelligence is Getting Regulated" writer Jack Kelly states, "Regulating artificial intelligence could stifle innovation and slow down progress." This is a common argument for the widespread accessibility to AI. Another reason why some people believe we should keep this technology
completely unregulated is for the sake of global competition. For example, if one country restricts access to this technology they will be at a disadvantage to those countries that keep it entirely unregulated. In the article “Regulation is Not Enough: A Blueprint for Winning the AI Race,” writer Keegan Mcbride states, “Technological domination has always been a key component of geopolitical power – AI is no exception to this rule. Those who build and use the best AI systems will maintain a geopolitical advantage.” This is because artificial intelligence is incredibly powerful and it will be a necessity to have access to if countries want to stay ahead in the development of technology. Also how does one even define what is and is not AI technology? Artificial intelligence is an increasingly broad and evolving field that includes a wide range of technologies. For example, common automated computer systems may not be categorized as artificial intelligence, but do include AI-like features. This would make it incredibly difficult to create regulations on this technology because we cannot fully regulate or limit something that we cannot fully define. Going along with the lack of regulations we could have in regards to AI, another huge topic of debate is AI in the medical field. Many medical professionals and people outside the internal realm of “hands on” medical professionals are offering the idea of AI in surgery now. So, let’s say a fully AI generated robot is scheduled to perform a full knee replacement on a patient. Our first initial concern is patient safety, can we fully rely on AI to keep them safe in a surgical complication? Should we leave this up to the patient to decide if they are comfortable with this? Then comes in the laws and regulations that have to be in place on an ethical standpoint… On the other hand, some people think that this technology is too powerful to just be handed to anyone who wants to use it. Elon Musk stated, “I’m increasingly inclined to think there should be some regulatory oversight of AI maybe at the national and international level."
He stated this because he believes that this extreme intelligence can not be controlled easily so we should create regulations sooner rather than later. A massive issue with the rise of AI is the potential for people to lose their jobs. As this technology advances, it will become easier for manual jobs to become automated. This can result in mass unemployment and a major job crisis. Writer Beatrice Nolan states, “Generative artificial intelligence systems could lead to ‘significant disruption’ in the labor market and affect around 300 million full-time jobs globally, according to new research from Goldman Sachs.” This could affect people's lives dramatically and lead to a future where jobs are done by robots instead of humans leaving people to live in a world where they lack purpose and wealth. Another reason we need to have regulations on this technology is to protect our data. Since AI uses massive data sets to gain information, concerns of data privacy arise. Aularia Noel, head of innovation and transformation at marketing agency, Dentsu X states “Developments in AI will significantly impact privacy, particularly in media and marketing, where AI-powered systems already excel at collecting, analyzing, and interpreting vast amounts of user data.” Regulations can ensure that everyones right to private data is protected from companies with AI technology. AI technology has become increasingly dangerous to the right to privacy that so many Americans have become accustomed to. AI databases could have the tendency to become AI also is a potential threat to the employment and livelihoods of millions of Americans. Because AI is far more capable of large data collection and data mining than the average person, it is far more capable of creating applicable content and personalized advertisements on an individual level. Thus, AI is a huge threat to marketing and sales jobs, or any jobs that have to do with content creation dealing with personalization. Because AI is able to analyze data at such a large level, it is able to organize this information and data at a level that is applicable and

attractive to each individual. Because AI is far more capable of targeting niche markets and potential customers, AI will change the sales and marketing game to a level that can never be reached by a human. Because marketing and sales compromises such a large part of the economy, this technological advancement is going to completely revolutionize the way that our world fiscally operates. AI is also threatening to jobs in education. The growing costs in inflation and costs of education means that students will be seeking ways to decrease the costs to receive a college degree. The growth of online education will grow in congruence with the growth in AI, making education more easily accessible and far less expensive. Although the decrease in the costs of education will make it far more accessible to low income families and third world countries, the accessibility of AI poses a threat to growing minds. When education is incumbent on one source, it becomes very susceptible to ulterior motives and targeted schemes. Whoever is in charge of AI can produce the information and “facts” that are being absorbed by millions of people. This can become extremely dangerous to the principles of democracy and free will. If AI becomes prominent, it will have the power to control the minds and thoughts of millions, so it is important that we contemplate the potential influences that this new advancement could have on society and its future. There are also concerns with social surveillance with AI technology that some Americans argue infringe on our right to privacy. Facial recognition technology leads to close surveillance of an individual's every move, which can become concerning at an ethical standpoint. Many argue that such technologies give the government too much control over an individual’s movements and free will.
There are potential concerns that AI can create generated media of “false news” that could be devastating to a person’s reputation and future. There have been speculations that future presidential elections could involve AI generated propaganda that would be devastating to a candidate’s suffrage. For example, with “cancel culture” being at an all time high due to the relativity of social media, AI technology could produce illegitimate videos or content of a candidate saying a racial slur, doing something illegal, etc. But, this does not just stop at Presidential elections, imagine a world where in high stake competition with your coworkers, your coworker uses AI against you to get a leg up in your career. AI could create an unfair environment and create an unfair advantage to individuals with wicked intentions. There are many potential benefits for AI, however they do come with many huge risks that may be the cause for future laws and regulations. By passing laws, we can take use of these advantages while addressing the potential issues, promoting public trust, and adjusting to the rapidly changing environment of AI. We can create the conditions for a time in the future when AI can improve our quality of life without any concerns.
