Hernandez 1 Laura Hernandez Intro to Spec Populations (Educ 2301-6100) Inaccessible private schools or underfunded public schools: Texas’ disabled students have few options with no change in sight
Hernandez 2 According to the Inaccessible private schools or underfunded public schools: Texas’ disabled students have few options with no change in sight” article, did you know as lawmakers consider creating a school voucher system, one set of Texas students disabled kids could face larger fallout. Where laws still require the worst public schools to provide special education, there’s no similar obligation for private schools . The education landscape for disabled students in private schools is marked by a notable deficiency in resources, hindering their ability to access equitable learning opportunities. Unlike their counterparts in public schools, where federal regulations and funding mechanisms often provide tailored support for students with disabilities, those enrolled in private institutions encounter a significant gap in resource allocation. This disparity extends to specialized personnel, assistive technologies, and inclusive educational strategies, creating an environment that may impede the academic and socio-emotional development of disabled students. As private schools increasingly become a preferred choice for families, addressing the insufficiency of resources for disabled students within this sector is imperative to ensure that all learners, regardless of their abilities, have equal access to a quality education. A few of the key points of this article is that it addresses the lack of resources that disabled students have in private schools as well as underfunded public schools. According to this article, families of disabled children often have to fight for equipment, resources, and inclusion. The federal laws that give disabled students a right to education, though, do not apply in private schools. What I find striking about these key points is that many families must fight to get the resources their children with disabilities need when the resources should be available for them already without having to fight. And that in the whole state of Texas there is only 67 schools that offer programs of education for children in need and most of them are concentrated in the Dallas-Fort Worth area, Harris County and San Antonio. These key points are relevant to the Intro to Special Populations course because it covers the importance of having resources and equipment for children in need.
Hernandez 3 In chapter 2 of the book “Educating Exceptional Children” discuss how it has been proven that special programs work, and that’s why we need to create more progra ms for students with disabilities, not only in the metropolitan areas though but in the whole Texas state. And also, not only in public schools but in private schools as well. This article states that Texas’ special education system, as a whole, is failing and the state is not doing a good job” and I would have to agree. I agree because even though they have the money to help these students all over the state they choose not to. We know that throughout the years, Texas and the federal government have funneled billions of taxpayer dollars into public special education, reaching more than $5 billion in 2020. But in rural areas and big cities, public schools still struggle to meet the needs of their special education students. An example provided in the article is the case of a first grader in Sanderson Texas, just a few hours away from San Antonio. When the student started first grade, his doctors recommended he receive a computer for school. Using his hands to write was a challenge because he was born with arthrogryposis, which limits his movement. His mother, Celeste Picaso, said instead of receiving a laptop, the school reduced his workload. In some ways, it’s helped. In others, it kept him behind his peers . This is just one example of how the school lacked resources to help her son. Not to mention the instances of bullying and mixed treatment from faculty, her child has struggled with. Which brings me to another key issue. Some of these private schools discriminate against students with special needs. The senate created the Senate voucher bill which would give families $8,000 a year to pay for private school tuition and was approved earlier this month, however private schools says that they can reserve “not more than 20%” of spots for students with disabilities, but advocates said they saw this as a lie . The lack of resources for disabled students exerts a detrimental impact on the education system as a whole. This deficiency contributes to a system-wide failure to meet the diverse needs of students with disabilities, compromising the principles of inclusivity and equal access to education. The educational landscape becomes marked by an inherent inequality, hindering the creation of a learning environment that caters to the unique strengths and challenges of every student.

Hernandez 4 Inadequate resources impede the implementation of inclusive practices, specialized services, and necessary accommodations, limiting the educational opportunities for disabled students. This, in turn, results in a system that falls short of fostering a truly diverse and supportive community, where every student can thrive academically and socially. The repercussions extend beyond the immediate experiences of disabled students, shaping the overall effectiveness and reputation of the education system, challenging its capacity to prepare all learners for success in a diverse and dynamic society. I will be able to use this information to improve my learning in terms of special populations by understanding the unique needs and challenges faced by students with disabilities, we as educators can tailor instructional strategies and curricular materials to accommodate diverse learning styles. I will make use of this information in my future classroom by being more open-minded and understanding that not all students have the resources they need. We could create a yearly fundraiser to gather money for the resources needed for our special needs students. I could also use this information to create easy and achievable lesson plans so that every student can stay on track, and if a specific student needs extra help, I could modify my lesson plan for them and/or provide them with the resources needed. I would seek further information to expand my knowledge in relation to the contents of this current event by continuing to do my research about this topic. I would like to know more about what I can do as a future educator to help the education system to become better and fund the schools with resources and equipment for not only disabled students but for all the students in Texas.
