Your name: Katie Ferguson Date: 6/14/2023 To: Stark County Board of Developmental Disabilities From: Katie Ferguson, Superintendent of Stark County Board of Developmental Disabilities Subject: Increase in Targeted Case Management Productivity Requirements of Service and Support Administrators Date: 6/14/2023 Service and Support Administrators (SSAs) have the ability to bring in revenue through Targeted Case Management (TCM). TCMs are case notes, bulled to Medicaid, that detail the services and supports the SSA is providing to individuals that receive Home and Community Based Waivers. Based on research completed by the finance department, we have determined that with our current TCM productivity requirement (47%), the cost of each SSA with the average salary of $45,000 only costs the Stark County Board of Developmental Disabilities (SCBDD) $17,000 annually. You will see in the decision tree below that we calculated the good, bad and unknown reasons for increasing the TCM productivity to 60%, 75% or maintain it at its current 47%. If it was decided that increasing TCM productivity to 75%, it would greatly increase our ability provide additional services, reduce SCBDD cost of SSAs to $12,000 annually and give us the ability to reach more people that we serve. It does, however, offer high strain on the SSA to have a higher work load as well as question the quality of services the individuals would receive from their SSA. If we maintain 47% TCM productivity, we would not be able to provide additional services to the people that seek out help and continue to cost SCBDD $17,000 annually to employ the SSAs. After weighing the good, bad, and unknown, it is my recommendation to increase the TCM productivity to 60%. This would create additional funds to provide services, increase the amount of people served and maintain a complaint level of services already provided to the people we serve. It would also decrease the SCBDD of each SSA to $15,000 annually and also keep the work duties within a manageable range to the SSAs. Page 1 of 2
