Assignment I: Answer the following questions and complete the questions embedded in chapter 1 English language learners in U.S. Public Schools A. What problems may occur with the inconsistency of defining LEP students in and between states? A major problem that exists is the inconsistencies of classification/reclassification and placement. This leads into the issue of a structured starting point and ultimately leads to gaps in education for LEP students. B. How does Pennsylvania define an LEP student? According to the PDE website, an LEP—or ELL—student is identified at the time of enrollment and can be defined as limited with English proficiency. C. Explore the PDE website, in particular, the Home Language Survey, entrance, and exit criteria. What do you notice? Are there consistencies among PA as to how ELL students are identified, assessed and placed? There are consistencies among how placement and identification is done. The Home Language Survey seems to focus more on parental/guardian input opposed to the entrance and exit criteria, however. That utilizes a platform entitled ACCESS, which information is gathered by teachers. D. Read https://nces.ed.gov/programs/coe/indicator/cgf/english-learners and comment on the information you read.
This webpage gave insight to statistics surrounding percentages of students who were EL’s in grades kindergarten and higher and utilization of programs for supplementation. There were facts about locations of ELs and how the number changed post-pandemic. E. By navigating through the PDE website be prepared to outline Pennsylvania specific ELL regulations and laws governing how ELLs are identified and placed, HLS, PHLOTE, WIDA, exit criteria, and some common acronyms. Some regulations PA has for ELLs include: Being carried out by both ESL and non-ESL teachers alike. The right to equal access to FAPE Non-discrimination Standards align with proper proficiencies for the grades/ages of students
