COM 213 Speech Outline Template Planning Speech Topic: Use of Force General Purpose Statement: To inform. Audience Information: The target audience is those in the police force including military police. This could also be used directed towards those in the court, understanding the policy can help in specific cases. Audience Considerations: It’s important to consider the varying levels of knowledge on police use of force as well as training received by your audience. Make sure to keep in mind that there may be new officers, some with less experience than others. It’s crucial to emphasize that not every single situation involving the use of force is going to be the same. Introduction Attention Getter: It’s no secret that police carry weapons along with tools, such as less than lethal weapons, to conduct their daily duties. According to the U.S Department of Justice, police used physical force in one out of every five arrests. The question often asked is what gave them the right to use force against an offender? The answer to that question is simple, the use of force policy. Statement of Credibility : With years of being a police officer, I can give you some of my insight and knowledge based on the extensive training and research I have conducted that can be beneficial when arming up for work. I’ve also had a plethora of experience using less than lethal force, then having to justify why it was used, referencing the use of force policy as well as why these policies are in place. Relevance Statement: Understanding the use of force as well as its surrounding policies is crucial to not only the public, but your personal safety. Thesis Statement: Perception is everything, especially through the eyes of the public. The understanding of use of force along with the tools needed to justify actions is crucial to not only police, but the public. Today I’ll be discussing with you the use of force policy, why rules are important, and different types of use of force.
Body Main Point One: Rules for Use of Force and rules of engagement; why they’re important. Sub-point: Rules of Engagement (ROE) and Rules for the use of force (RUF) are primarily directed towards military police. Rules of engagement are rules that apply to Department of Defense (DOD) forces that are directed by higher authority that delegate what force to use when performing duties. Rules for the use of force (RUF) are applied when military forces are performing civilian support missions within the US. Sub-point: Importance of the use of force. Rules of Engagement ensure that individuals on duty enforce use of force correctly, avoiding repercussions. ROEs are different in every single state and country, making sure that objectives and missions are met correctly. Transition: With an understanding that your actions when using the use of force must be within reason, the use of deadly force has an abundance of rules, policies, and training that apply. Main Point Two: Deadly force Sub-point: AFI 31-117 Arming and use of force. The 8 preconditions of deadly force, what they are and where they can be applied. Sub-point: It is not an immediate reaction to go directly to using deadly force, there are other means of training such as de-escalation. However, officers are provided with the proper training to gain knowledge on how to render proper medical aid when needed. Transition: Main Point Three: Less than lethal weapons Sub-point: When to utilize specific less than lethal weapons. For example, needing to transport a subject and having to use restraints for officer as well as subject safety. Sub-point: Examples of less than lethal weapons and their impacts/results. To list a few, taser, baton, OC spray, handcuffs (restraints). Transition: Having an expanded knowledge of the use of force, you should be able to feel more confident when executing these procedures. Conclusion Statement of Closure: Overall, I hope that the information provided gives you a better understanding of not only the use of force but as well as when and why it is applicable. It is unequivocally important to understand these policies when performing your duties in the work force for your safety as well as your fellow officers, and even the public.
