PREFACE This Implementation Plan (I-Plan) provides direction on standing up the Electromagnetic Integrated Mission Delta (EW IMD). When stood up, the EW IMD will have the operations units, capability development program offices, and intelligence support necessary to generate comprehensive mission readiness (cyber defense force elements will be part of the second phase of this effort). SPECIAL INSTRUCTIONS 1.0
– TITLE 1.1. The title of this document is the EW Integrated Mission Delta Proof of Concept.
The short title used from throughout the remainder of this I-plan will be “EW IMD.”
2.0
– APPROVAL AUTHORITY AND EFFECTIVE PERIOD 2.1. This document is effective upon signature of the Chief Space Officer (CSO) or his/her designated representative signature, and remains in effect until a formal rescission notification is issued. 3.0

BASIC PLAN I-Plan 21-03
1.0
– PURPOSE 1.1. This plan programs, tasks, and assigns agency responsibilities necessary to stand up the EW IMD and transition authorizations, personnel, and resources between Space Systems Command (SSC) and EW IMD. Functional and unit points of contact (POCs) are required to ensure timely completion and monitoring of all assigned tasks and milestones. (Controlled Unclassified Information) Page 5 of 44

2 3.0
– BACKGROUND 3.1. Our current functional organization is largely based on a legacy USAF model that does not account for the unique attributes of employed-in-place space forces. Unlike expeditionary units, employed-in-place units have permanent facilities, increased access to engineering support for operations and sustainment, and a heavy reliance on software-focused development and sustainment. These attributes create an opportunity to integrate capability development and
operations expertise that is not available in expeditionary units. 3.2. The USSF will establish an EW IMD that integrates operations, sustainment, and capability development responsibilities. This IMD will have the operations units, capability development program offices, and intelligence support necessary to generate comprehensive mission readiness (cyber defense force elements will be part of the second phase of this effort). This will address the lack of unity of command in readiness generation and take advantage of the opportunity to tighten our unity of effort in capability development activities and accelerate capability delivery. The pilot seeks to gain insights and refine the model for full implementation across all mission areas in the future.
4.0
– OBJECTIVES The objectives of the I-Plan are to achieve/ensure the following: 4.1. Stand up EW IMD complete with S-Staff. 4.2. Achieve unity of command for all aspects of mission readiness and unity of effort in capability development activities.
4.3. Integrate Guardians with expertise in capability development and operations under a single organizational construct to tighten unity of effort in order to facilitate rapid design, test, fielding, and sustainment, yet still protects future long-term capability development.
4.4. Provide commanders responsibility and authority over all aspects of their assigned personnel and weapons systems to ensure sufficient readiness to meet combatant commander needs.
4.5. Create an organizational construct that aligns with joint doctrine, fully enables the SPAFORGEN rotational construct, and distinguishes between assigned, retained, and institutional forces.
4.6. Allow CSSB-vetted officers from any career field (13S, 14N, 17D, 62E, or 63A) to be IMD/CCs.

SFB, CO 80914-1293 5.0 – CONCEPT OF EMPLOYMENT 5.1. DEL 3 provides leadership, operational control, and administration to units with highly skilled experts to plan, execute, and assess space electronic warfare operations in support of joint force commanders. Through its commander, the Delta develops Space EW capabilities in support of theater and functional campaign plans. The DEL 3/CC will provide direction, vision,
and support to assigned operational units through a resourced Delta-level staff consisting of focused experts in the mission areas of manpower, intelligence, operations, training, logistics, security, planning, and resourcing. 5.2. The 3 CTS will be the center of excellence for space electronic warfare operational training
and qualification for combat mission-ready crew positions. The unit will oversee qualification training, upgrade training, continuation training, advanced training, instructor qualification, and
evaluation certification for assigned space EW weapon systems. Additionally, the unit will execute evaluations to ensure standards are met for all space EW crew positions and qualifications. Finally, the unit will act as the point of arrival for all new personnel entering Space Delta 3 and will act as the Delta’s lead for all training-related initiatives internal and external to the Delta. 5.3. Due to the lean design of the 3 CTS, the unit will require support from Delta operations squadrons during the multi-year effort required to achieve FOC. Fig. 2 – Space Delta 3 S-Staff Organizational Structure 6.0 – ASSUMPTIONS The following assumptions shaped the creation of this I-Plan: 7.0 – GUIDANCE Completion of objectives throughout this I-Plan will adhere to the following guidance: (Controlled Unclassified Information) Page 7 of 44

SFB, CO 80914-1293 7.1. COS’s Guidance 7.1.1. The establishment of EW pilot IMD will be complementary to, the ongoing effort to consolidate unity of command for OTTI operations and capability development under STARCOM.
7.1.2. IMD will consolidate operations and intelligence support that presently reside in SpOC with systems program offices that presently reside in SSC under integrated O-6 command teams.
7.1.3. IMD will be billet neutral and leverage existing squadrons, detachments, and program offices.
7.1.4. IMD will be led by a composite Commander/Deputy Commander leadership team where one officer has strong competencies in capability development activities and the other
has strong competencies in operational activities
7.1.5. IMD/CCs will report directly to FLDCOM/CCs. All existing acquisition authorities will be maintained (e.g. PMs reporting to PEOs under the authority of the SAE).
7.1.6. Any changes to the current HQSF and FLDCOM staffs should account for the new training, readiness, and sustainment activities in the pilot IMDs.
7.1.7. The proof of concept will run no longer than 12 months, or until objectives are met and the concept is ready to scale to other mission areas. The pilot IMDs will be minimum viable products at execution, continuing to evolve and refine the concept as lessons are learned. Lessons will be applied to additional IMDs to stand up in Summer 2024.

Taskings in this annex are applicable to P-S GAR and its respective subordinate units as delineated in the Basic Plan. 5.2. Develop a timeline, clear expectations, and responsibilities of PA at different levels. 4.0– ASSUMPTIONS The annex is based on the following assumptions: 4.1. Audience will want to know more information than can be publicly released. 4.2. Local media interest will be minimal. 4.3. National media interest will be minimal, if any. 4.4. HQ SpOC will have oversight roles with clearing public information. 5.0– GUIDANCE In completing objectives, the guidance should be adhered to: 5.1. See Basic Plan 21-03 5.2. Prior to formal approval of unit creation, all queries will be sent to Space Operations Command, Public Affairs Office (SpOC/PA).
