Introduction:
The speed of light depends on the refractive index. Higher the refractive index lower will be the speed.
As it is directed in the question that the speed of light is greater in water than the speed in air, this shows that for this problem the refractive index of water is less than the refractive index of air. If the speed is faster in air then the object under water will look deeper as it will go away from the normal.
