There is convincing evidence that the manufacturer’s claim is false.

Explanation of Solution

By seeing the dot, it is observed that a sample standard deviation $s$ of temperature for a simple random sample (SRS) with 10 temperature readings.

It is observed that there are no dots above $5^{\circ }\text{F}$ in the given dot plot nor are there any dots to the right of $5$ .This then is indicating that it is very unlikely that the sample standard deviation is $s=5$ when the population standard deviation is actually $\sigma =3$ and therefore it would be surprised if obtained a sample with sample standard deviation $s=5^{\circ }\text{F}$ .

This then also means that there is convincing evidence that the manufacturer’s claim is false.
