Print string with padded spaces

Program plan:

• Create a class “PadString”,
  • Define the method “padString ()” that accepts string and length as arguments,
    • Create empty string.
    • Create loop till given length-1.
      • Add the spaces.
    • Return the string with padded spaces.
  • Define the method “main()”,
    • Print the value returned from “padString()” when passing the argument “hello”, and “8”.
    • Print the value returned from “padString()” when passing the argument “congratulations”, and “10”.
